According to GHMC official, the State government in order to encourage stilts has issued a G.O. 7 on January 5, 2016, in which it is stated “stilt floor shall be exclusively utilised for parking purpose only and in case of any violation or construction in the parking area the local authority shall summarily demolish the constructions made in the parking area and impose maximum penalties as per law.”

The official said due to lack awareness only three buildings across the city has sought permission to stilt floors. The GHMC in order encourage stilt parking is now planning to ban all building permissions with cellar parking to minimise loss of life.

A senior official told The Hans India that the GHMC would first conduct a comprehensive study to learn whether the city's geography would suit cellar excavations. He said the cellar excavations were not only destabilising the old constructions in the neighbourhood but also affecting the groundwater system since cement concrete floors have been resisting harvesting of not only rain but also other water sources.

He said in order to overcome these challenges; the GHMC along with State government has decided to hold a high-level meeting with structural engineers and groundwater experts with an experience 30 years on either March 17 or after Budget session.

When asked about cellar excavation ban, the official said the GHMC in order minimise the loss of life is contemplating banning cellar excavation during monsoon. He said the civic body would impose blanket ban on cellar excavations after creating awareness on stilt parking.

He said the builders who opt for stilt parking are exempted from complying with setback rules for the stilt area. For instance, he said, if an applicant applies for 10 floors and uses 5 floors for stilt parking, he/she needs to pay and comply with setback rules only for main structure, but not the stilt area.
