Hyderabad: Notwithstanding the tall claims by the police that they are adopting transparent and torture-free interrogation methods, custodial deaths are still being reported.

In many instances, police claimed that the suspects developed chest pain as soon as ‘interrogation’ began and they subsequently died while undergoing treatment at a hospital.

Recently, suspects in two separate incidents died under suspicious circumstances after they were brought to interrogation room.

It may be recalled that an accused in the TS EAMCET-II-2016 (Medical) entrance examination question paper leak case, Kamlesh Kumar Singh, who was taken to police custody on December 31, 2016, had to be taken to Osmania General Hospital on January 1 after he reportedly complained of chest pain. Later, he died in hospital.

In another case, 40-year-old Bheem Singh of Mangalhat died at a private hospital after he collapsed at Mangalhat police station when he was being questioned in connection with a petty case. It sparked tension in the area and senior police officials had to step in to bring the situation under control.

In the year 2015, two custodial deaths were reported in the State in Nalgonda and Nizamabad districts.
Human rights activists say scores of instances in which suspects lost their lives due to police torture during interrogation but the deaths are covered up in almost all cases.

Keeping this in view, the State police have decided to analyse all the cases in which suspects died and allegations of custodial torture and custodial deaths were made.

Sources said the Director General of Police Anurag Sharma had directed the police officials to send the details of such cases reported since 2007 to the State police headquarters.

The information has reached the police headquarters and analysis of the cases has already begun. The analysis is expected ti throw light on the behaviour of the police officials concerned and also the reasons which lead to the deaths of suspects.

Psychologists and experts will analyse the cases and make suggestions to prevent custodial torture and custodial deaths. The analysis will also help the police in deciding whether the interrogators should require counselling, the sources said.
