Hyderabad: With the Union Law Ministry giving assent for unified service rules, the issue after a long wait has moved a step further. It now needs to get President’s assent.

If unified service rules are pressed into service, several posts like Mandal Education Officers, DIET lecturer posts and junior lecturers can be filled through promotions. These posts have been lying vacant for quite a long time, according to General Secretary of the TS United Teachers Federation Chava Ravi.

MLC and PRTU leader P Sudhakar Reddy welcomed development. He said it had given a new hope for the teachers who felt that unified service rules would never become a reality.

Only couple of days ago, he had discussed the issue with Deputy Chief Minister Kadiyam Srihari and was planning to go to Delhi to meet Union Minister M Venkaiah Naidu and seek his help in the matter.

It may be mentioned here that in the absence of unified service rules, thousands of senior and well-qualified teachers working in Panchayat Raj and government schools were denied promotions. Several Mandal Education Officer posts, Deputy Education Officer posts, DIET lecturers posts, etc remained vacant.

If these posts are filled, it would help in effective supervision and functioning of schools. The issue has been hanging fire for more than a decade as the government teachers did not like the idea of unified service rules fearing that it would hamper their promotional chances, he said. Interestingly, 97 percent of teachers are local body teachers while only 3 per cent are government teachers.

In the undivided Andhra Pradesh, the then government had issued certain GOs to bring in unified service rules, but the government teachers had challenged them in High Court. The High Court had struck down those GOs, saying that the localisation of cadre was not completed and hence the GOs were not valid.

The teachers then demanded that the state government take up the issue on top priority and ensure amendment to the Presidential Order for implementation of the unified service rules for the teachers of Government, Zilla Parishad and Mandal Parishad schools.

Following this the state government had filed a Special Leave petition in Supreme Court. The apex court on September 30 2015 gave a ruling that the State can approach the Centre for bringing in unified services rules through Presidential order.
