Hyderabad: The State government is contemplating to follow the model adopted by the Rajasthan government to curb corruption in Land Registration and Stamps Department by merging it with Revenue department.Officials of the Revenue Department told The Hans India that Chief Minister K Chandrashekar Rao at a recent meeting with senior officials of the Revenue, Stamps and Registration Departments told them that the Rajasthan government had succeeded in controlling illegal activities in land registration by integrating the two departments.
He asked the officials to visit Rajasthan, study the system and submit a report immediately. At present Chief Commissioner of Land Administration, Stamps and Registration, Commercial taxes and Excise departments come under Revenue department, but there is no effective coordination between the Revenue Department and these wings.
The Stamps and Registration Department will be losing its status of functioning independently if the new system was implemented. The Chief Minister also asked the Registration Department officials to take steps towards the abolition of the existing system of having document writers at all Sub Registrar offices. The government feels that the document writers in collusion with officials were indulging in irregularities in the registration of lands by using loopholes.
The Chief Minister emphasised on the need to develop a fool proof system and software, so that all land documents can be uploaded and details of land ownership can be updated from time to time. The sources said that Chief Minister was of the opinion that encroachments of government lands and irregularities in registrations were taking place due to lack of coordination between Stamps and Registration Department and Revenue Department.
While, the Revenue Department is the custodian of lands, the registration department is overseeing the transfer of land ownership through registration. Officials admitted that there was lack of accountability between the two departments.
Chandrashekar Rao said the encroachment of nearly 600 acres of land in Miyapur in Hyderabad was a stark example of the lack of coordination between Registration and Revenue Department. Unless, the two departments are integrated, the protection of government and private lands would not possible, the Chief Minister observed.
