Hyderabad: Making use of ‘all-online’ services system introduced by the Transport Department to simplify the procedure from e-Seva centres in the city seems to be causing problems to the users who are forced to spend additional amount to get application form printouts.

Motorists at the e-Seva centres told The Hans India that the centres, which needed to give printed form to the applicants were turning them away stating that there was shortage of stationery, but at the same time collecting the prescribed fee.

As a result, the motorists have to go to net centres and get printouts paying additional Rs 30 to Rs 40 as they need to submit the forms in RTA for obtaining driving licences, renewals etc. The department made all its services online during August, 2016 in its bid to simplify the procedure and curb corruption. However, the procedure is causing inconvenience to the motorists who are coming to the RTA offices for their works including renewal of licence, hypothecation transfer, duplicate RCs etc.

The Transport Department enhanced fee for all its services after the Centre issued notification in January.
The department included the fee of Rs 25 as user charges for getting the printouts of the filled in application forms. The system functioned well for some time but now the motorists allege that e-Seva personnel are not giving them the printed forms stating that they have no stationery. The motorists said they were made to pay the entire fee (including the user charges of e-Seva) and also pay additional money ranging from Rs 30 to Rs 50 outside.

J Madhav Rao, a resident of Kukatpally had booked slot for June 22 for renewal of his driving licence and also duplicate licence. He paid the fee of Rs 835 and Rs 35 as user charges in Maulali e-Seva centre but he could not get the printed application form. Similarly, G Satyanarayana Murthy, a resident of Sainikpuri, who booked slot for renewal of driving licence, paid Rs 735 but could not get the printed form and he took the printed form from other commercial store by paying additional Rs 30.

As per the procedure for renewal of driving licence, Form 9 should be filled up and it has three paper sheets. Similarly, the Form 4 used for permanent driving licence has two sheets. The other documents have three to four paper sheets whose printouts are taken for the application to be submitted in RTA offices, according to sources. Sources also said the situation was similar in most of the e-Seva centres except for the Khairatabad e-Seva centre.

Auto and Motors Welfare Association general secretary M Dayanand questioned why the department was collecting the fee when the customers were made to pay outside of e-Seva. “Any facility should benefit the customers but the initiative is causing inconvenience to them,” said Dayanand.
