Hyderabad: Children with special needs are battling to get good education due to non-availability of special educators. Special Educator Forum convener K Srinivas told The Hans India that as many as 68,163 Children with Special Needs (CWSN) are facing problems due to the apathy of the government and demanded immediate appointment of special educators.

He said as per the data available in the Unified District Information System for Education (UDISE), 2015-16, there are 61,558 special students in primary and 6,605 in secondary level in the State. Though these children are enrolled in comprehensive education set up, they find it difficult to continue with their studies as no special educators are recruited on a regular basis to meet their special needs.

They are left at the mercy of a regular teacher who is already dealing with other normal students. Their knowledge about Special Education is meagre and restricted to three-five days workshop on how to handle Children with Special Needs (CWSN). Srinivas said regular teachers feel that they are unable to meet the needs of the CWSN and that there is no one to look after them both at academic and administration level.

Besides educating the children with special needs with the help of special educators, the government is also ignorant towards conducting survey of special students, their physical identification, assessment of CWSN, distribution of aids and appliances, facilitating the CWSN for minor corrective surgery, home based education, speech therapy, physiotherapy, early Intervention for 2-6 years CWSN.

A special educator is specifically required in schools to work with children and young adults who require additional support in completing their learning. These teachers work with children with physical disabilities, sensory impairments, developmental disabilities such as hearing impairment, visual impairment, autism, mental retardation, cerebral palsy and others.

Under Inclusive Education of the Disabled at Secondary Stage (IEDSS) Scheme, as many as 616 school assistants were notified and so far they are not filled with trained teachers. The centre bears the entire expenditure of these teachers. But the State government ignored the stipulations of Sarva Siksha Abhiyan that special educators should be appointed in the schools to take care of special students.

Though the SSA has earmarked funds for this purpose, the government has not been using them and not appointing any special educators. The regular teachers are unable to meet the needs of the Children with Special Needs (CWSN). About Rs 300 crore per annum, meant for the special students, are not tapped from the Centre. The concerned departments failed to submit relevant proposals to the Centre in this regard.
