Hyderabad: Even as the single tax regime GST is scheduled to come into force from July 1, the State Commercial Taxes Department officials are groping in dark over their duties as the State government has not yet released a job chart under which each official is entrusted certain responsibilities in the new tax collection system.

It is mandatory that the government creates a job chart for every employee working in the department before the uniform tax system comes into force. Nearly 2,000 employees are working in the revenue generating department of Telangana. The officials also raised serious doubts on the existence of some key posts in the department, in the wake of delegation of powers to the central agencies, in collecting taxes from the agencies which have an annual turnover of more than Rs 1.50 crore.

Telangana Commercial Taxes Gazetted Officers Association leader Prabhakar said the auditing of the collected tax money by the central agencies, Excise and Services taxes, is being done by an official in the rank of Assistant Commissioner where as in Telangana, the responsibility was entrusted to Deputy Commissioner rank official in the present tax system.

Officials pointed out that the State government was yet to demarcate the duties of the officials from junior assistant to Deputy Commissioner rank.The total number of registered dealers was around 2.50 lakh in the State, of which 50,000 dealers would come under the purview of central tax collecting agencies directly and the remaining two lakh dealers would be covered by State Commercial Taxes Department. But, the State government did not specify the role of the State and Central officials in the auditing.

Officials also raised serious doubts on the continuation of the senior level posts like Additional Commissioner, Deputy Commissioner and Assistant commissioner in the department as their role would be reduced in the tax collection from July 1.
Around 300 officials called on Principal Chief Secretary to Commercial Taxes Somesh Kumar and Commissioner Anil Kumar and brought all the problems the officials are set to face in the new tax regime.

Responding to their demands, the top officials informed the delegation that all the issues raised by the employees would be sorted out in a month’s time. As the department is already facing staff crunch, employees association demanded that the vacancies be filled and the circles be increased from the present 91 to 150 to reduce work pressure.
