Hyderabad: The State government may face the contempt of court in the Supreme Court for not appointing State Child Rights Protection Commission (SCRPC).

Hearing in the case may come up during next week and State government is supposed to complete the process by then. Officials of Child Welfare Department expressed fear that they may face contempt proceedings if the government did not give clearance to the file before the time of hearing.

State government already faced contempt proceedings in this regard. The Supreme Court has initiated contempt of court proceedings against the State government few months back for failing in establishing the SCRPC and a penalty of Rs 50,000 was imposed on the State and also on Andhra Pradesh, Tamilnadu, Karnataka, Goa and Kerala.

The Apex court has directed the government to appoint the SCRPC by June 30 and to inform the details.
So far, the government has not taken a decision on appointing the Commission though 18 names have been shortlisted for selecting chairperson and members of the Commission.

The government should appoint SCRPC for the State as per the Central Act. It should appoint a chairperson and six members in the Commission. The members and chairperson of the Commission should be selected from the sectors of Education, Social Work, Child Rights and etc.

The Kirankumar Reddy government has appointed the Commission in February, 2014 during the united State rule and it was cancelled by the court. After the formation of Telangana, the process was initiated again in 2015. An advertisement was released inviting applications for the posts.

A committee, headed by Minister for Women and Child Welfare, and comprising a retired judge, secretaries and directors of various departments as members, has scrutinised more than 100 applications and shortlisted 35 names. This list was again examined and was reduced to 18 members.

The list of recommended candidates for the posts of chairperson and members of the Commission has been sent to the Chief Minister’s office for clearance. It is kept in pending for the past four months, for the reasons best known to the government.

The Andhra Pradesh government has recently concluded the process of appointment of the Commission for that State. Orders in this regard may be issued in a day or two.

Establishment of SCRPC is essential to monitor implementation of various schemes meant for the welfare of children, protection of their rights, dealing with the cases of violation of child rights and implementation of Right to Education. The recent drug scandal involving students of the schools also falls in the purview of the Commission.
