Hyderabad: Three months after passing the bill, the State government is giving final touches to the rules and regulations to the Telangana State Scheduled Castes and Scheduled Tribes Special Development Fund Act.

It may be mentioned here that the Telangana State Scheduled Castes and Scheduled Tribes Special Development Fund (Planning, Allocation and Utilisation of Financial Resources) Act, 2017 had got the cabinet nod on March 22, 2017 and a bill was passed by the State Assembly on March 24.

However, rules needed to be implemented for the Act remained elusive even after three months of passing the bill.
Official sources pointed out that several stringent provisions of the Act had resulted in the delay of the preparation of the rules.

Speaking to The Hans India on Monday, a senior official said, “The Act mandates the government to come up with a mechanism to provide incentives to those officials who displayed commendable performance in the funds allocation. Similarly, it provides with disincentives for those who fail to spend the allocated funds.”

Once the rules come into force, it would be possible for the people to seek a judicial remedy against an official or the government for not spending the allocated funds.
