Hyderabad: The ‘Apathbandhu’ scheme under which the State government pays ex-gratia has been delayed for two years. Now, the government has released Rs 44 lakh to 148 victims from 2014 to 2016. Under the scheme, in case of deaths in the families, an amount of Rs 50,000 is given to wife of the deceased person belonging to below poverty line (BPL) families.

Under the scheme for the years 2014-16, the State government, in June this year, sanctioned `44 lakh to 148 victims. But the fund has not yet been credited to Collectors’ accounts

The government has released the budget in the month of June but it has not yet been credited into the District Collectors’ account.

The Mandal Revenue Officer (MRO) and the Revenue Divisional Officer (RDO) verify the list of beneficiaries under the scheme ‘Apathbandhu’; then it will be sent to the Collector with all the relevant details like certificate from the doctor (if any snake and dog bite) and death certificate.

The money is given to the families to meet the expenses in case of deaths due to floods, collapse of buildings, fire accidents, sudden road accidents, death due to electrocution, extremist violence, attacks, atrocities against S Cs and STs, death due to snake bite and rabies, drowning, murder, death of women on account of rape and molestation.

It is onetime payment from the government and it is credited into the bank account of the wife of the victim. The policy year is from November 2 to November 1 the following year. Families have to apply for the aid within three or six months from the date of death. Persons cannot claim for Apathbandhu scheme after two years of the death. For the year 2016 to 2017, a total of 11 persons have applied for this scheme.

The victim N Padma said, “I lost my husband on December 15, 2014, in a road accident and I have applied for Apathbandhu scheme but I did not receive any ex gratia yet from the government. I met the officials many times, but they said they did not receive the budget from the government.”

The Hyderabad District Revenue Officer D Satish Chandra said, “The government has given the budget of Rs 44 lakh to sanction for the year 2014 to 2016. If an earning member dies in a family (below poverty line) Rs 50,000 will be credited into the wife’s bank account. In very rare cases, it is given to the daughter if she is unmarried.”
