State accords top priority to land acquisition

Hyderabad: With the recent issuance of notification of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement (Telangana Amendment) Act - 2016, the State government has changed its priorities in the Irrigation sector this year.

The government has accorded top priority to land acquisition, which has been delayed for the proposed projects and reservoirs due to legal hurdles till recently, and taken up land acquisition on war footing.

Chief Minister K Chandrashekar Rao is said to have directed the Irrigation Department to utilise major portion of funds, out of Rs 25,000 crore earmarked for irrigation this year for the purpose. In the first quarter alone, nearly Rs 1,500 crore, out of Rs 6,000 crore, have been spent on land acquisition.

Top officials of the State Irrigation department told The Hans India that the notification for land acquisition for all projects, including Palamuru–Ranga Reddy Lift Irrigation Project, Dindi Project, Sitarama Lift Irrigation Project and Kaleshwaram Project in the first phase, has been issued.

In the second phase, another four projects - Rollavagu tank, Sadarmatt Barrage, Jawahar –Nettempadu Lift Irrigation scheme and Indiramma Flood Flow Canal from SRSP and Mallannasagar etc got clearances for land acquisition.

Chief Minister K Chandrashekar Rao and Irrigation Minister T Harish Rao already instructed Revenue Division Officers (RDOs) to complete land acquirement on war footing.

The Special Chief Secretary to Irrigation SK Joshi has been entrusted the responsibility for timely release of funds for the payment of compensation to the displaced persons.

The major task before the government is to acquire lands for Komaravelli - Mallannasagar reservoir with 50 tmc capacity and Konda Pochamma Sagar reservoir having 11 tmc capacity. It required more than 2,000 acres of land for the construction of giant reservoirs.

Considering the importance of land acquisition, funds earmarked for project works have been diverted for land acquisition. The officials said that Mid Manair dam and all pending projects in the erstwhile Mahbubnagar district- Kalwakurthi, Bheema and Nettampadu projects would be provided sufficient funds as the government aimed to complete these pending projects by early next year. Fund allocation to other major, medium and minor irrigation project works would be put on hold for
a while.
