In the letter, Rama Rao brought to the notice of the Union Minister that the then AP government submitted a proposal to the Centre in March 2010, for creation and development of ITIR in an area of 202 sqkm in Hyderabad Metropolitan Development Authority (HMDA). The Union government formally sanctioned the ITIR for Hyderabad in September 2013. Lack of clarity on the project from the Union governmentwas leading to frequent adverse news reports and creating confusion among various stakeholders, he added.
Subsequently,a Detailed Project Report (DPR) for ITIR was submitted twice to the Union government by the State government. For creation of external physical infrastructure, a financial assistance up to Rs4,863 crore (Phase–I Rs942 crore and Phase II Rs3,921 crore) was sought from the Centre and on consideration the Union government also approved the Central support to an extent of Rs3,275 crore (Phase–I Rs165 crore for two projects and Phase-IIRs3,110 crore for three projects).
However, even after repeated appeals from the State government, funds were not released to any of these infra projects under ITIR. Series of meetings with the Union Minister and the department officials had not yielded any result till date, Rama Rao said in his letter.
The Industries Minister said Telangana had been making rapid strides in terms of attracting investments in the IT &ITeS sector in spite of lack of assistance from the Union government under the ITIR project. He requested the Centre to sanction funds for various infrastructure projects under ITIR as early as possible, as agreed upon previously.
