Hyderabad: The State government is yet to adopt the Rights of Persons with Disabilities Act, (RPWD) 2016, enacted in April this year by the Union government. As a result, the differently-abled people are deprived of their rights to avail the benefits in the State- sponsored schemes including housing, loans etc.

As per the Act, five per cent reservation has to be provided to this section in every welfare and development programme taken up by the government.

According to sources, the government constituted an expert committee comprising officials only. However, activists of differently-abled people objected this and demanded the committee should involve the differently-abled persons who are aware of the Act.

They are raising questions as to why the government keeping mum on the order issued by the committee. Further, they demanded the government to release the order copy.

However, the State government should frame the rules of the Act. As per the Act, the Commissioner of Rights of Persons with Disabilities Act, 2016 should be independent for effective implementation of all rights of the Act and also has quasi judiciary power to run the regular court procedures.

Due to non-implementation of the five per cent reservation in all the welfare schemes, many persons with differently abled are not getting their benefits.

Laxminarayana of Unemployed Disabled Association of Youth said while SC/ST, Minorities were getting their due percentage in allotting flats in double bedroom scheme, we were not getting share in the scheme due to not framing the rules for the Act. The government is sanctioning Gurukula schools for SC, ST, BC and Minorities but differently abled people did not have a single school of that kind.

M Srinivasulu, president, Network of Persons with Disability Organisations (NPDO) said every provision of the Act should be implemented in the State by issuing clear directions for the formation of the rules.

Without clear rules, the departments concerned were not taking the necessary actions.
