State schools flunk grade for NSV Puraskar

Hyderabad: The schools in Telangana have failed to achieve the required Green grade to qualify for the National level Swachh Vidyalaya (NSV) Puraskar which would be given away on September 1.

While 37 schools have achieved Orange, Yellow and Blue grades, no school has qualified for Green grade, which is the highest grade. The schools which have been maintaining cleanliness under Swachh Bharat Mission (SBM) have been graded into five categories, Red, Orange, Yellow, Blue and Green.

As per the grading formula, a school less than 35 per cent of the total score would be given Red grade, a school achieving 35 to 50 per cent is given Orange, 51 to 74 is given Yellow grade, 75 to 89 would be given Blue and 90 to 100 is given Green grade.

Points have been given for providing water (maximum score 22), sanitation (maximum score 28), hand washing and soap (maximum 20), operation and maintenance (maximum 15) and behavioural change and capacity building (maximum 15), total 100 marks.

In the State, one school achieved Orange, 21 schools have achieved Yellow and 15 schools got Blue grade.
The scheme has been introduced by the Union Ministry of Human Resources Development (MHRD) to promote cleanliness in the schools.

The MHRD has conducted survey in the government schools in the previous academic year. As per the Swachh Vidyalaya Puraskar guidelines, a maximum of 100 schools each at elementary and secondary level can be awarded at the national level (30 urban and 70 rural). The National Level Award is open only to Green category of schools. A maximum of 40 schools selected for State or UT level awards from each State will be considered for national awards.

The best 100 schools each at elementary and secondary levels having the maximum score are to be given an award of Rs 50,000 as additional School Grant to be utilised as per the School Grant guidelines for improving sanitation and hygiene at the national level along with a Certificate.

The entire process of application for awards and evaluation at various levels was captured online through a mobile App and web portal. A total of 3.18 lakh schools registered for Swachh Vidyalaya Puraskar and out of this 2.68 lakh have applied online for the Puraskar. The process for selection of schools for district level and State level awards is complete. From the State level award winning schools, 643 schools are in the zone of consideration for the national level awards.

UNICEF India was given the responsibility of physical verification of shortlisted schools for national level awards. It has selected 'Network for Engineering and Economics Research and Management (NEERMAN)' for conducting the field validation surveys.
