Hyderabad:Issuing the notification for the recruitment of teachers in government schools is likely to be delayed as the government is caught in a dilemma on whether to conduct the recruitment process on the basis of 10 districts or 31 districts.

Unless the government decides on the status of districts, the TSPSC, which has been entrusted with the responsibility of recruitment process, cannot go ahead with issuing notification.

In view of the Article 371– D under operation, State has to make an amendment to it to get legal sanctity to the new districts and this needs Centre’s nod. State is yet to approach the Centre in this regard.

Though the government said that it would issue notification for recruitment soon after the announcement the results of Teachers Eligibility Test (TET), the same could not be taken up due to ‘districts dilemma’, sources said.

The government has been receiving suggestions in favour of both the options. Those who are in favour of holding the recruitment on the basis of new districts, say that if the 10 districts are taken as the basis, then the advantage of reorganisation of districts would not be achieved. Those who oppose this say that if new districts are taken as basis, most of the vacant posts would fall in the rural areas.

Deputy Chief Minister and Minister for Education Kadiyam Srihari held a meeting with the higher officials in the second week of August and discussed the districts issue. He wanted them to come out with a proposal which would not lead to any legal complications.

Though another meeting was held on the issue on August 26, the officials failed to come to a conclusion on the districts issue. They have informed the Deputy Chief Minister about the service and legal tangles involved.

The government announced earlier this year that it would fill about 8000 vacant teachers’ posts in government schools to strengthen the schools. The Supreme Court has also told the government to complete the recruitment process. State government has to submit a report to the apex court on the steps taken to fill the vacant teacher posts.
