Hyderabad: Turning a blind eye to the instructions given by the Hyderabad Metropolitan Development Authority (HMDA) Commissioner T Chiranjeevulu, officials have been accessing Development Permission Management System (DPMS) files (which includes applications under Land Regularisation Scheme (LRS), Building Penalisation Scheme (BPS and building permissions) outside the office premises. Despite accessing the files beyond the office, the HMDA officials have managed to process only 25 per cent of DPMS files. The ground level staff have been indulging in high level corruption in processing the DPMS files, it is alleged.

The HMDA has received 1, 75,298 LRS applications of which 1, 61,515 are new applications and 13,783 are old applications. Around 55,547 applications have been approved in which 47,259 are new applications and 6,288 are old applications. Whereas 50,817 LRS applications are in process and around 54,040 applications were kept on hold due to various shortfalls.

Highly placed sources said that recently HMDA Commissioner has given certain instructions on processing of online and offline files in planning department. However, the instructions have fallen in deaf ears. Sources also said that they have managed to process mere 25 per cent of LRS and BPS applications for the past six months and rest of them either rejected or put on hold in name of shortfall.

Sources also said that the ground level officials have been indulging in high level corruption in processing the DPMS files. When asked about the issue, HMDA commissioner T Chiranjeevulu told The Hans India that it was observed that the DPMS files are being accessed outside the office premises.

The HMDA commissioner said that he gave clear instructions to the officials only access the DPMS from 9 am to 10 pm on all working days. He also that the department has already issued show cause notices to eight employees. He said that a penalty of Rs 1,000 will be levied on each official for delaying DPMS online and offline files.

According to the instructions given by commissioner, processing of online and offline files which include issuing building permissions and group housing permissions. Multi-storied building permission should be approved by the Commissioner and the files will be sent back to the department concerned to add terms and conditions if necessary.
