Hyderabad: A Public Interest Litigation was filed in the High Court at Hyderbaad seeking quashing of G.O. MS No. 39 issued by Agriculture Department of Telangana State government that allowed nomination of member of Rytu Samanvaya Samithis (Farmer Coordination Committees) by the Ministers. The PIL stated that this nomination by the Ministers is against the Constitution 73rd Amendment Act and Telangana State Panchayat Raj Act.

A farmer, Chimpula Satyanarayana Reddy from Devuni Erravalli village under Chevella mandal in Ranga Reddy district, filed this petition on Tuesday.

Senior counsel S Satyam Reddy sought urgent hearing on this petition before the division bench comprising Acting Chief Justice Ramesh Ranganathan and Justice J Uma Devi as the government was contemplating nominating the members to these committees by September 9.

The bench agreed to hear the case next week on September 12. Each village will have 15 members, the mandal 24 and State level 42 members in these committees. All will be nominated by the in-charge Ministers of the districts. These committees would decide on the persons who would be eligible for giving Rs 4,000 per acre as input costs for farming.

The petition contended that having such unelected and parallel bodies to distribute public money is illegal and unconstitutional. These committees would emerge as a parallel setup to government machinery and would be harmful to the democratic process and allow public misuse.
