Rules play spoilsport; recruitment in PR & RD dept stalled

Hyderabad: The State Panchayat Raj and Rural Development (PR and RD) Department has asked the State government to relax norms to facilitate promotions for Village Secretaries.

According to sources, all the village panchayats in the State have permanent staff and they used to perform duties both in the panchayat and Revenue administration in the villages in the erstwhile Andhra Pradesh. The then State government had taken a policy decision to ensure that the staff looking after the revenue records were not under the control of the elected representatives at the village level.

Following these developments, majority of staff working in the panchayats had opted to work in the Revenue Department. This had led to many vacancies in majority of village panchayats. Formation of Telangana State and reorganisation of district came in the way of filling the vacancies.

More than 50 per cent of total 8,684 villages have a population of 2,000 each. Speaking to The Hans India, a senior official said “considering the revenue generation and small number of households it is not viable to appoint a Village Secretary for every panchayat in the State.” Following this, two to three villages within a radius of 5 kms have been made into a cluster. This way, all the villages have been made into 5,065 clusters.

In a bid to fill the vacancies, the State government had asked the PR and RD Department to take steps to initiate process. Accordingly, the department should ask the Telangana Public Service Commission (TSPSC) to take up recruitment process, as the Village Secretary posts fall under IV category. However, that can be done only after giving promotion to the existing staff. But, to do that, “Several administrative rules and provisions are coming in the way to give promotions,” he added. This is the delaying in filling the vacancies.

It was against this backdrop that the department had sought the State government to relax norms to give promotions to the existing staff, the process for filling vacancies can initiated, the source added.
