The High Court in Hyderabad has struck down the appointment of Chairperson Gudimalla Ravi Kumar and members Shobha Rani, Jayashree, Ramaleela, Anjan Rao, Revathi Devi and Sreenivasa Rao of the Telangana State Commission for Protection of Child Rights (TSCPCR) on the grounds that they were made in violation of rules. While striking down these appointments made in July and August of this year, the Court also suggested to the Selection Committee to give opportunity to those who have worked in this field for 10 years while making fresh selections.

Justice Challa Kodandaram pronounced this judgment on Friday while disposing of a batch of petitions filed by Achyuta Rao, M N V Srinivasa Rao, Nara Nageshwara Rao and D Ramu challenging the G.O. No. 11 issued by Women and Child Welfare Department by which these appointments were made. The petitioners challenged the G.O. on the grounds that the procedure laid down under Commission for Protection of Child Rights Act and its Rules was not followed. They also pointed out that the selected persons had no experience in this field.

As is known, recently the High Court had in it’s interim order stayed all proceedings of the appointment of the Chairman to the said Commission as a political leader was sought to be appointed while the statute laid down certain criteria for a person to be selected as a Chairman to this body.
