Hyderabad: Chief Minister K Chandrashekar Rao showered praises on the Nizam’s rule for initiating the survey and settlement of land records in the State. Responding to specific historical references made by the Congress MLA Bhatti Vikramarka, he said that called as Jama-Bandi, the survey and settlement had been initiated by Salarjung – I and the same had been completed by Salarjung-II. And, the process of survey and settlement of land records was not influenced either by the initiatives of Shersha Suri, Raja Thodarmal or those during the British rule, he pointed out.

Further, even when tribal leader Komaram Bheem led a movement for Jal-Jungle-Jameen (water-forest-land), the then Nizam had appointed a committee under prominent French anthropologist Haimendorf to go into the issue and later he had distributed one lakh acres to the tribal people in the Adilabad district, he added.

He said there had been a different situation with regard to land records comparing to Andhra region. As people from Maharashtra, Karnataka and others lived in the State during the Nizam times, the words like Nakshat, Koshra Pahani, Setwari, Kata and Goswari were more popular. However, in the united AP, there were efforts made by Burgula Ramakrishna Rao and P V Narasimha Rao to streamline the records.

But, those efforts could not yield desired results, leading to confusion in land records, including those of web land. This gave scope for double registrations, creating fake documents, land grabbing of assigned lands, corruption and pledging pattadar passbooks in multiple banks and to source crores of rupees, he pointed out.

There were also villages for which no revenue maps exist, he said. The Chief Minister said steps would be taken to conduct purification and updating of land records in urban areas from February 2018. And, steps would also be taken to assess the encroachment of assigned and government lands, he added.
