Hyderabad: Failure of the State government in utilising the Central schemes meant for infrastructure projects in rural areas is resulting into a loss of funds to it and also depriving the villages of infrastructure facilities. The State government is unable to utilise the Central schemes as it has not been releasing its share to the programmes.

The Pradhan Mantri Gramin Sadak Yojana (PMGSY) is a good example for this. The scheme has been launched to improve the road connectivity in villages. Under the scheme, the Centre bears about 40 per cent of the expenditure and the State has to provide 60 per cent share.

According to a report released by the Union Rural Development Department, Telangana failed to claim the first instalment funds of the scheme in this financial year. Along with Telangana, Andhra Pradesh, Arunachal Pradesh, Bihar, Gujarat, Maharashtra, Manipur, Punjab and Tripura have also failed to claim the first installment funds in this year under PMGSY.

The Centre has allocated Rs 203 crore for the State in this financial year, released Rs 41 crore and the State government has not released its share till now and it is yet to get about Rs 118 crore from the Centre. Even in the last financial year, the State failed to claim the funds allocated by the Centre. It is yet to get about Rs 56 crore. As the State has not released its share and the works have not been completed, the financial incentive from the Centre has foregone.

In terms of pending works also, the State is leading the table as it has completed only 25 works out of 154 works being awarded by the Centre in the past three years and it is yet to take up 84 per cent of the works. As many as 22 works are kept pending for the past four years.

The Centre’s report stated that Telangana was lagging behind in completing the works being given by the Centre this financial year, as it had completed only about 29 per cent of the works (146 kms against the target of 500 kms) till the end of October. According to the report, the State has achieved 16 per cent in taking up the road works with new technologies.

In the Left extremists-affected areas, the State has completed works for about 256 kms out of the 572 kms sanctioned by the Centre. Telangana has figured in the lists of States with unsatisfactory works as it amounted for 29 per cent.
