Hyderabad: Many MPs from the State are yet to adopt villages under Sansad Adarsh Gramin Yojana (SAGY), a scheme of the Union government, which is meant to develop villages in various aspects.

According to a report of the Centre, released recently, only four out of the 24 MPs from the State have adopted villages under the scheme and even they are yet to spend the amounts released for the programme.

A report by the Rural Development Department of the Centre says that only four MPs have adopted villages and 20 are yet to take the initiative.

The SAGY was launched by Prime Minister Narendra Modi in 2014, under which each Member of Parliament will take the responsibility of developing physical and institutional infrastructure in three villages by 2019. The goal is to develop three Adarsh Grams or model villages by March 2019, of which one would be achieved by 2016. Thereafter, five such Adarsh Grams (one per year) will be selected and developed by 2024.

Inspired by the principles and values of Mahatma Gandhi, the scheme places equal stress on nurturing values of national pride, patriotism, community spirit, self-confidence and developing infrastructure. It envisages integrated development of the selected villages across multiple areas such as agriculture, health, education, sanitation, environment, livelihoods etc.

Gram Panchayat would be the basic unit for development. It will have a population of 3,000-5,000 in plain areas and 1,000-3,000 in hilly, tribal and difficult areas. In districts, where this unit size is not available, gram panchayats approximating the desirable population size could be chosen. If each MP adopts three villages, the scheme will be able to develop 2,379 'gram panchayats' over the next five years.

The Lok Sabha has 543 MPs and the Rajya Sabha 250, out of whom 12 are nominated. MPs are free to identify a suitable gram panchayat for being developed as Adarsh Gram, other than his or her own village or that of his or her spouse. There are 2.65 lakh gram panchayats in India.

The report of the Rural Development Department says that the MPs who chose the villages have completed the village development plan up to 50 per cent. Centre has released Rs 10 lakh each to the villages being adopted under the SAGY. However, the MPs are yet to submit the utilisation certificates, an evidence for spending of the money.
