Hyderabad: Forum for Good Governance on Thursday demanded that the government place the draft of the new Panchayat Raj Bill in the public domain to enable all the stakeholders to give their views on it.

Addressing the media, FGG President Justice Reddappa Reddy, Vice-President Rao Chelikani and Secretary M Padmanabha Reddy said the government has been proposing several reforms in the new Act and there was need to examine them by the stakeholders.

Padmanabha Reddy stressed the need for complying with the Supreme Court orders on reservations in panchayat raj bodies. He said unless government provided funds to the local bodies, there would be no use in enacting the new Act.

The gram panchayats should get 29 types of powers as per the Constitution. But the State government had so far given them only 10 powers. This aspect came to light through the RTI query. The FGG leaders accused the government of ignorning the sarpanches. The sarpanches were not invited to take part in programmes like distribution of fish seed and sheep, they said.

Padmanabha Reddy said the State government should appoint State Finance Commission for determining the devolution of funds to the local bodies. The Central Finance Commission has given 42 per cent of funds to the States and in the same way the State Finance Commission should determine the devolution of funds to the local bodies, he said.

He said that if the SFC was formed, the Greater Hyderabad Municipal Corporation would have got Rs 5,000 crore per annum as capital grant. As the SFC was not formed, the local bodies were at the mercy of the government in getting the funds. The local bodies should get funds as their right and not as mercy.

The High Court has directed the government to form the State Finance Commission in October this year. Though the SFC was formed, staff was not appointed for it.
