Hyderabad: State government is planning to put an end to the issues cropping up in clearances of funds under the fee reimbursement scheme.According to sources in the State Higher Education Department, clearance of funds under the scheme had become a nagging issue since the formation of the State, which had been used to corner the government, by the private college managements, students’ organisations and the Opposition in the State Assembly.

The private college managements had been raising this issue time and again throughout the academic year with the government citing delay in the clearance of funds had been hitting the colleges hard. Further, the issue had been handled by different departments like BC, OBC, SC, ST, and minorities which again caused delay in the clearance of funds, sources said.

It was against this backdrop that the State government wanted to clear the entire pending dues accumulated till date by the end of the current financial year of 2017-18.Speaking to The Hans India, a senior official said, “The main objective is to bring the pending dues to the tune of about Rs 1,600 crore to zero, by the end of the current financial year.”

Moving in this direction, the government already conducted two meetings with the representatives of private college managements on its intentions to adopt an annual mode of clearance, he added.

However, another meeting with a group of Ministers, including IT and Municipal Administration and Urban Development Minister K T Rama Rao could not take place following his other engagements in Delhi.

Once the issue gets sorted out, the State government wanted to clear the funds under the fee reimbursement scheme twice in a year. “The first instalment of the funds will be released after first two semesters of the academic year. The second instalment would be released before results are announced for that academic year,” the official said.

Efforts have already been taken to configure a uniform academic timetable for schools, colleges, and universities across the State. This is further followed up with fixing a time frame for the approval of the online applications for the claims under the scheme. In turn, this will help officials from the SC, ST, BC, OBC and other departments to finalise the total funds required under the fee reimbursement scheme in a given academic year, the sources said.

For clearing the existing dues to the tune of Rs 1,600 crore, the government is mulling to use the sub-plan funds as well as the funds allocated to the BC and OBC corporations during the current financial year, which would come to about Rs 1,400 crore.
