Hyderabad: As the officials of the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) are allegedly not issuing ‘blue forms’ to the applicants who sought work under the programme, the workers have been denied Unemployment Allowance.

The blue form means the job seekers’ request has been entered into the register of job seekers and if he is not given work within 15 days, he will be eligible for unemployment allowance.

The rules of the scheme say that the allowance should be calculated according to the formula and should be paid if work is not given within 15 days after filing the application. The formula says that if the work is not given within one week after accepting the application for work, he should be paid 25 per cent of the average wage given under the scheme per day. The average wage in the State is Rs 125 per day and it means that the unemployed will get Rs 30 per day as allowance.

If he does not get work within two weeks after the acceptance of application, he will be eligible to get 50 per cent of the average wage per day and by if work is not given in the third week the allowance reaches to 75 per cent.

The rules say that this allowance should be borne by the State governments. The objective behind this is to see that the State governments sincerely implement the scheme without weakening it. Speaking to The Hans India, general secretary of Grameena Upadhi Hami Pathakam Mates Association (GUHPMA) B Prasad said the officials had been deliberately not giving the blue forms to job seekers to avoid payment of unemployment allowance.

He said the officials should open the job seekers register and enter the names of job seekers in it and should upload it to the website, which was not followed in the State. They should give an acknowledgement to the job seeker which is called the blue form. Prasad said as many as 1.5 crore people had been seeking works from the government under the scheme in the State and out of it, 25 per cent were denied work. Particularly those living in the agency areas had been denied works on the pretext that there were no works to allot.

The rules regarding the unemployment allowance say that each household must possess a job-card and the person shall be identifiable by an individual number in the job-card. The gram panchayat should provide employment within 15 days of application for work or from the date from which the employment is sought, whichever is later.

Employment should normally be within five kilometers radius of the village where the applicant resides. If it is more than that, then it must still be within the block and 10 per cent of the wage rate as extra wages will be paid.

Intimation of work provided has to be sent in writing to the applicant and by public notice at the village panchayat office. At least, one-third of the beneficiaries who are provided employment shall be women who have registered and requested for work.
