The new in-charge, to be appointed in a week’s time, would assess the political situation in the State and would make recommendations on the alliance partner for contesting 2019 elections. The Congress would pick Telugu Desam or Telangana Jana Samithi (TJS) as alliance partner if an understanding takes place.

The Congress is keen on having a pre-poll alliance with either of them. According to party sources, the high command would appoint a new in-charge to Telangana in few days. It would appoint a leader holding the post of general secretary of AICC as in-charge of Telangana. Few leaders of other States are likely to get general secretary posts in the All India Congress Committee and one among them would be made in-charge.

The Congress is firm on having an alliance with Telugu Desam or TJS in order to defeat the ruling TRS. Party leaders are of the view that alliance would help Congress strengthen its position in some parts of the State where it is weak. The grand old party is relatively weak in the old north-Telangana districts like Adilabad, Karimnagar, Nizamabad and Khammam. It does not have enough organisational strength in several parts of these districts.

On the other hand, Telugu Desam Party is strong in these districts and districts like Karimnagar, Nizamabad and Adilabad used to be its bastions in the past. Even after the disturbances due to exit of several strong leaders, the Telugu Desam still has strong cadre in them.

The TJS, founded by former chairman of Telangana Joint Action Committee M Kodandaram, also has some appeal among voters across the State. The Telangana protagonists who are opposed to TRS are its core strength.

Congress could reap political benefits by having an alliance with either of them. However, it cannot accommodate both parties and has to choose one among them. The new in-charge would be given the responsibility of selecting Telugu Desam or TJS as alliance partner. Party leaders said that he would assess the situation at the ground-level and suggest TD or TJS for alliance.

After this, the high command would hold negotiations with the party being recommended by the in-charge to strike a deal. Sources in the party said that the AICC would involve directly in the negotiations with the alliance partner.
