Tentatively, the PRC requested the employees to submit their views before June 30.

Due to lack of time, the PRC asked the employee unions, service associations, pensioners and individual employees to submit their views on the existing pay structure and their demands in the new pay in detail through online services. Those who interested will have to download the 26-page application from the official website of state Finance department and forward the filled in form to the official mail of the PRC.

Biswal said the questionnaire has been designed to elicit the views of all the employees, from fourth grade to state cadre, on the pay structure and related matters which come under the purview of terms of reference of the Commission. The PRC will receive applications by hand also from the employees.

The issues mainly special pays, compensatory allowances, medical facilities, dearness allowances, city compensatory allowances, house rent allowances and pension structure, etc will be studied in detail in the consultation with employees unions before finalizing the IR (Interim Relief) and fitment under the first PRC, the official said.

The commission will take into account the economic conditions in the state, prevailing pay structure in Central and other State Governments, resources available to the State government, financial implications of their recommendations both short term and long term and the overall impact on the State finances to finalise the new pay structure.

The PRC will also review of the existing human resource of all Departments in tune with the contemporary requirements including contract/outsourcing personnel and also the necessity to continue Gazetted status to various posts and suggest any alternative methods.
