Hyderabad: As the monsoon session of Parliament is all set to begin on July 18, Chief Minister K Chandrashekhar Rao has entrusted a group of officials and MPs with the responsibility of pursuing state-related issues pending with the Centre.

Since the election season is fast approaching, the TS government is serious about getting all clearances and financial support from the Centre to complete the pending schemes in the next one year, an official said, adding that the ensuing monsoon session is crucial for Telangana.

“KCR will monitor the status of every scheme pending before the Centre during the season and give required instructions to the officials and MPs to clear the files instantly,” he said.

The pending issues include fulfillment of the promises made under the AP Reorganisation Act and the release of funds under various centrally-sponsored schemes. State special representatives at New Delhi, Finance, Education, Irrigation, Housing, Agriculture and Medical and Health department officials have been asked to rush to Delhi and get clearances for all pending works from various Union ministries.

TRS MPs – K Kavitha, B Narsaiah Goud and B Vinod Kumar -- have already been asked to meet the Union ministers and pursue pending issues seriously. The government delegation will meet the Union Ministry of Health seeking the release of funds for the AIIMS which has been sanctioned by the Centre, sources said, adding that Telangana wanted to establish the hospital before the notification for the next elections is issued.
Required land for the hospital has already been identified on Hyderabad outskirts.

The issue of the establishment of Horticulture university and Tribal university mentioned in the Reorganisation Act will also be taken up with the Centre. The long-pending rail coach factory in Kazipet will also be brought to the notice of the Railways ministry.

The state Finance department has been asked to raise the issue of release of Central grants pending with the Union Finance Ministry. So far, Telangana has got not more than Rs 200 crore as grants from the Centre under various schemes. The delay in the release of funds under various schemes mainly Rural Employment Guarantee Scheme, National Health Mission and Women Welfare and Child Development schemes put heavy burden on the state exchequer in the first quarter between April and June in 2018-19 financial year.

Telangana has estimated that the state has to get Rs 29,000 crore as grant-in aid and also other contributions under various schemes from the Centre. Chief Secretary SK Joshi at the recently held meeting with Finance Secretary K Ramakrishna Rao was asked to submit all utilization certificates immediately to the Central authorities for the immediate release of funds. The government will also request release of funds under Pradhanamnthri Krishi Sanchaya Yojana (PMKSY). As many as 11 irrigation projects have been taken up under the PMKSY, sources said.
