​Hyderabad: In view of New Year celebrations, City Police Commissioner Anjani Kumar issued the following guidelines to the managements of hotels, clubs and pubs on the intervening night of December 31/ January 1. The managements who are going to conduct events and programmes should apply to the Commissioner of Police for grant of permission in advance that is at least 15 days before.

As per AP Public Safety (Measures) Enforcement Act, 2013, the organiser will ensure that CCTV cameras with recording facility is installed at all the entry, exit points and parking places of establishment. The organisers and managements should provide adequate security guards.

Decency of apparel, decency of dance and decency of acts, gestures, words has to be ensured by organisers. There should not be any obscenity and nudity in any performances. Sound levels to be maintained at 45 decibels and less. The organisers are warned not to allow any fire arms at the venue of event. The organisers should ensure that passes, tickets and coupons should not be given in excess, granted than the capacity leading to law & order problem.

No minors to be permitted in programmes organised for couples in pubs and bars. Organisers of the programmes are strictly warned that any member making use of drugs or narcotics and psychotropic substances in the party and if managements fail in prevention it will lead to culpability of management and action will be taken as per law. Organiser should pay special attention on parking areas and other places where drugs are clandestinely sold.

The organisers should not serve liquor beyond the hours permitted by Excise Department. It is the responsibility of the management of pubs and bars to make necessary arrangements to provide drivers and cabs to the customers who are in drunken state to reach their destinations safely. There should not be any display of fireworks.

Managements of star hotels, pubs, clubs and restaurants should display the advisory at entrance and inside their establishment that drunk driving is an offence, Limit is 30 mg/100 ml of blood, anything above that, as recorded by a breath analyzer is drunken driving. Fine for first offence is Rs 2000 and / or 6 months imprisonment. Fine for second offence is Rs 3000 and / or 2 years imprisonment.

Driving licence will be suspended for 3 months and above. The concept of “designated driver for a day” who can safely take home the co-passenger without himself / herself indulging in drinking beyond limit to be explained to the customers as well as displayed at prominent places for their safety.
