"The new Act which has several shortcomings was aimed at suppressing the voice of Opposition," he alleged, accusing KCR of diluting the spirit of Constitution. He said the Congress is opposing the new Act that allows the District Collectors to remove corporators. The Act also allows Collectors to cancel the resolutions passed by the Municipal Councils which is undemocratic, he said.

This indicates the dictatorial mindset of KCR, he said, stating that bestowing such powers on Collectors belittles the stature of elected people representatives.

The High Court has questioned why the State government was trying to complete municipal elections in 35 days. It indicates that the government was no in position to conduct elections to municipalities in a fair manner, he said.

"The new Municipal Act is nothing but a conspiracy hatched by KCR to check the growth of field-level leaders," Rajender Reddy said. He said that Congress is gearing up to launch an agitation against the new Municipal Act if the government fails to take it back.

Referring to the party activity, he said that the Congress in a bid to strengthen its base is to launch a four-day Jhenda Panduga programme in all municipalities from July 27.

As part of the programme, the Congress cadres would hoist party flag on their residences besides launching a campaign exposing the failures of Telangana Rashtra Samithi (TRS) Government. The cadres would also expose the hollow promises of KCR, he said.

Further, the party would try to bring awareness about the injustice meted out to backward classes in regard with reservations. He demanded the government to announce 33 per cent quota for BCs on the basis of population.

"The Congress is committed to give 50 per cent seats to BCs in the upcoming municipal elections," He said. He accused the TRS government of issuing proceedings of Asara pensions with a view of taking advantage in the municipal elections. Further, the DCC president urged the people to notice the misdeeds of TRS government.
