Flying Squads to monitor performance of officials
Hyderabad: Chief Minister K Chandrashekar Rao on Tuesday warned the Collectors and other top officials in districts to give up their personal priorities in the administration and instead concentrate on achieving the goals set by the government at village level.
Addressing the Collectors during the Collectors' Conference, the Chief Minister asked them to end the administrative lapses from village to district level. The Chief Minister announced creation of Flying Squads to monitor the performance of the officials regularly.
A wireless system would be set up for connecting Collectors and rest of the officials in every district. He said that he would also take up surprise checks and take action against the errant officials on the spot.
The CM told the Collectors not to be fixated with their own priorities. The entire administration should have only one priority. The administration should work like a team. From the state level to the ground, duties should be performed with one agenda and priority.
The CM exhorted the Collectors and Additional Collectors that priority of the district administration would be implementation of the government policies, aimed at people's welfare and development, but not any personal priorities. He said now that the administrative system was being revamped, they will have to put all activities on fast-track.
He asked the officials to organise 'Panchayat Sammelam' by inviting all elected representatives and Panchayat Secretaries at the district level in the next 15 days. After the sammelan, all the officials and people representatives will take part in the village development programmes for 10 days.
The CM wanted a change in every village in the next 25 days. For those who keep their villages clean and tidy, rewards and awards will be given, and action will be taken against the officials who failed to get desirable results, he said.
In the wake of growing complaints against Revenue department, the CM asked the Collectors to address the pending land disputes on priority basis. He sought suggestions from the officials to implement the proposed new Revenue Act in the state soon.
He explained the necessity of creation of two Additional Collectors (ACs) to each district and their duties mainly entrusting the job of looking after the functioning of local bodies by one of the ACs.
He will take up a district tour to resolve the land disputes in the tribal district where Revenue, State Forest department and individuals locked horns on the ownership of lands.
The Chief Minister also explained the importance of submission of Utilisation Certificates (UCs) to the government to get more central funds without any delay.
The CM also reviewed progress in the ongoing Palle Pragathi programme, arrangements being made for Pattana Pragathi and a literacy camp to be organised in every village to achieve 100 per cent literacy by this year end. All cabinet ministers and Secretaries were also present in the day-long meeting.
The Chief Minister said that training programme should be organised in Telangana Institute of Rural Development for two days to Additional Collectors for which Collectors are also to be invited.
People, especially women, who come to the towns on various works are put to a lot of suffering due to lack of toilets. Public toilets are a must in every town. For this, utilise the government office's premises and lands. Set up toilets in Collectorates.
KCR directed the officials to take up construction of veg/non-veg markets in all the towns. "In Corporations there should be three and in towns at least one veg/non-veg market.
The Collectors on top priority should send utilisation certificates for the funds released under the centrally sponsored schemes. Identify forest blocks district-wise and take measures for forest revival, rejuvenation and protection. Develop urban parks.
Set up monkey yards wherever it is necessary. We will allocate funds for the green plan programme like revival of forests in Budget so that there will not be any fund crunch," he said.
