Here is what Harish Rao spoke during budget session in assembly

Telangana movement created a new chapter in the annals of Indian history. The movement which continued peacefully in a non-violent way was successful and resulted in the formation of Telangana State. Under the visionary leadership of Hon'ble Chief Minister, Sri Kalvakuntla Chandrasekhar Rao Garu, who led the movement and succeeded in achieving a separate Statehood for Telangana, the State of Telangana is transforming into a progressive State. 2020-21 Annual Budget has been prepared realistically with the sole aim of promoting the welfare of all the sections of the society and improving the growth prospects of all the sectors of the economy. I am privileged to have this opportunity to present the Budget proposals in this August House. Budget is not about figures written on papers but a reflection of social values. This Budget is reflects the comprehensive vision, foresight and dedication of Hon'ble Chief Minister for the overall development of the State.

Economic Slowdown and its Adverse Impact

2. This Budget has been prepared against the backdrop of overall economic slowdown gripping the Indian economy. The economy is facing slowdown for the past one and a half years. As a result, there is reduction in tax devolution and other transfers to the State by the Centre, and decline in the growth of State revenues. There is an immediate need to keep up the growth momentum in the State. The tax devolution from Centre to the State is expected to be lower in 2019-20 by Rs.3,731 crore as compared with the budget estimates. There are delays and shortfalls in the release of State's share in Integrated Goods and Services Tax and GST compensation. Following the economic slowdown, the growth of the State's own revenues in 2019-20 (till the end of February) is estimated to be at 6.3%, much below the growth of 16.1% achieved in 2018-19.

3. On top of this, following the recommendations of the Fifteenth Finance Commission, there will be a reduction in the share of Telangana in Central tax devolution from 2.437% to 2.133 % resulting in reduction of tax devolution by an amount of Rs.2,384 crore in 2020-21. Let me assure the Hon'ble Members that despite these adverse developments, which are beyond our control, the Government is confident of overcoming the situation with appropriate strategies and keep up the growth momentum in the State.

4. As per the Budget for 2019-20 presented in September, 2019, an amount of Rs.1,36,000 crores will be spent by March end. Even though there was reduction in share in Central taxes, grants from the Centre, these shortfalls are being overcome with State's own sources and we should be spending as per the budget estimates.

State Economy

Hon'ble Speaker Sir……

5. Now I will briefly present before the House an account of the growth of the State economy in 2019-20.

6. As per the Advanced Estimates, Gross State Domestic Product (GSDP) in 2019-20 is estimated at Rs.9,69,604 crores, at current prices indicating a growth of 12.6% over the previous year. Because of the economic slowdown, there has been a slight decline in the growth of GSDP, in current prices, from 14.3 % in 2018-19 to 12.6% in 2019-20. However, the decline is much lower than that of the decline in national GDP growth from 11.2% to 7.5 % in the corresponding period. Thus, to a great extent, the State economy has withstood the shocks of the economic slowdown across the country and maintained a double digit growth rate. This resilience has been made possible because of the foresight of our Hon'ble Chief Minister in taking up numerous and first of its kind developmental and welfare schemes in the State and putting the State economy on a higher growth trajectory.

7. I am very happy to share with the House that agriculture and allied sectors have recorded an impressive growth in 2019-20. While the crop sector is estimated to grow at 23.7 per cent, the livestock and fishing sectors are estimated to grow at 17.3 per cent and 8.1 per cent respectively. This is ample proof that the initiatives taken by the Government in the agriculture and allied sectors like irrigation, loan waiver and Rythu Bandhu, sheep distribution and development of water bodies and fisheries have not only contributed to the farmers' welfare but also contributed to the growth of the State economy. The services sector is estimated to grow at 14.1 per cent in 2019-20 at current prices.

Per Capita Income

8. The per capita income of the State of Telangana is greater than the per capita income of our country. Per capita income for 2019-20 for Telangana is estimated at Rs.2,28,216/- whereas the per capita income of our country is Rs.1,35,050/-. The progress of our State can be understood by the fact that the per capita income of Telangana is Rs.93,166/- higher than the per capita income of the country.

Agriculture

9. Government of Telangana achieved tremendous results in developing Agriculture sector where majority of people of State are depending for their livelihood. Agriculture which was in severe crisis in the combined State was infused with fresh energy and revitalised. The policies that were undertaken for development of agriculture by Government of Telangana have become a role model for the rest of the Country. Citizens of Telangana can be proud of this.

Rythu Bandhu

10. It's a great relief to the farmers of Telangana to get the investment support from the Government at the right time. By recognizing the good results accruing through Rythu Bandhu Scheme, many State Governments have introduced similar schemes in their States. Inspired by this Scheme, Government of India had designed Pradhan Mantri Kisan Samman Nidhi (PM-KISAN). The youngest State of India had shown an unique path to the entire nation. During 2018-19, Government extended investment support @ Rs.4000/- per acre per season i.e., Rs.8,000/- per acre per year. As per the assurance given in the election manifesto, Rythu Bandhu support has been enhanced to Rs.10,000/- per acre in a year. In 2018-19, an amount of Rs.5,235 crores during khariff season and Rs.5,244 crores during rabi season were disbursed through Rythu Bandhu as investment support to farmers.

11. In 2019-20, Rs.12,000 crore was allocated in Budget @ Rs.10,000/- per acre per annum and the same is being distributed to the farmers. Due to issue of new passbooks, the number of beneficiaries will increase in ensuing year and correspondingly Rs.2,000 crore of additional funds are allocated. In this Budget, under Rythu Bandhu Scheme we are proposing an amount of Rs.14,000 crores.

Rythu Bima

12. Government is implementing Rythu Bima Scheme, wherein if a farmer dies in the State due to any cause, that family will get the insurance amount of Rs.5 lakhs. Insurance cover is provided to every farmer who is in the age group of 18 to 60 years. Government is paying insurance premium amount of Rs.2,271.50 per farmer to the LIC regularly without any burden on the farmer. The insurance amount of Rs.5.00 lakhs will be paid to the deceased farmer's family within a period of ten days from the date of death of the farmer. For 2020-21, under Rythu Bima, we are proposing an amount of Rs.1,141 crores.

Farm Loan Waiver

13. The purpose of election manifesto is not for targeting ballot boxes alone, but to make people live a respectable life. This is the philosophy of our Hon'ble Chief Minister. That is why, only implementable assurances have been included in the TRS Party manifesto. All the assurances are being implemented with commitment and loan waiver to the farmers is important among them.

14. In 2014 election manifesto, TRS Party announced to waive the agricultural loans of farmers upto Rs.1.00 lakh each. Accordingly, an amount of Rs.16,124 crores of farmers' loans were waived. Due to peculiar problems of Telangana farmers, TRS Party promised loan waiver in the last election manifesto also. Despite constraints on account of economic slowdown, the loan waiver assurance is going to be fully implemented keeping in view the welfare of farmers in a phased manner.

15. There are 5,83,916 farmers in the State who have outstanding loans below Rs.25,000/-. Government has decided to waive their loans completely in one go. In March 2020 itself, Government has decided to release Rs.1,198 crores to waive off the loans which are below Rs.25,000/-. The loan waiver amount will be distributed by Government to every farmer individually, in the form of cheques through Hon'ble MLAs. The waiver of loans above Rs.25,000 and up to Rs. one lakh per farmer requires an amount of Rs.24,738 crores. I am glad to inform the House that this loan waiver will be taken up in four installments. In 2020-21, for farm loan waiver Rs.6,225 crores is proposed.

Seeds-Fertilizers on time

16. Government has shown foresight in stocking fertilizers-seeds during summer every year. For this purpose, the storage capacity of godowns was increased to a great extent. The godowns storage capacity in the combined State was 4.17 lakh metric tonnes. In Telangana, 22.47 lakh metric tonnes storage capacity is available now. As seeds and fertilizers are available to farmers on time, they are able to commence agriculture operations on time. Before the formation of Telangana State, in 2013-14, only Rs.76.71 crores was sanctioned for seed subsidy. In 2019-20, the amounts released by Telangana Government alone has almost doubled to Rs.142 crores.

Incentives to Horticulture Crops

17. It is the resolve of Hon'ble Chief Minister that the State should be self-sufficient in fruits and vegetables. To enhance the knowledge and research that is required for the growth of plantations, Government had established Konda Laxman Bapuji Horticulture University at Mulugu in Gajwel constituency, Siddipet District. Centers of Excellence were established at Jeedimetla in Medchal district and Mulugu in Siddipet district. These centers are distributing quality seedlings and providing required training and technical support to the farmers.

Minimum Support Price

18. Government is taking measures to provide support price to the crops grown by the farmers. By establishing purchasing centres on large scale for purchase of paddy, cotton, maize, red-gram etc., Government has helped farmers to get remunerative prices. Government of India has allowed purchase of a meager quantity of redgram. With an intention to protect redgram famers, Telangana Government has decided to spend any amount to purchase entire redgram crop.

19. In this Budget, an amount of Rs.1,000 crores is proposed towards Market Intervention Fund.

Micro Irrigation

20. Government is encouraging sprinkler, drip irrigation on a large scale, which helps in getting more harvest with less water. Since the formation of the State, funds are being allocated regularly for micro irrigation. SC, ST farmers are being given 100% subsidy and BC, Small and marginal farmers are given 90% subsidy and others 80%. Till now 2,49,200 farmers have benefitted to the extent of Rs.1,819 crore under this Scheme.

21. Government has decided to implement Micro Irrigation projects in 2020-21 with a proposed provision of Rs.600 crores.

Rythu Bandhu Samithis

22. Hon'ble Governor in her address had mentioned about the decision of the Government to change the name of Rythu Samanvaya Samithis to Rythu Bandhu Samithis. The main objective of Rythu Bandhu Samithis is to convert un-organized farming community into an organized one. These Samithis will play a crucial role to coordinate the farmers by creating awareness among them to cultivate crops which have demand in the market.

Rythu Vedikas

23. Government has taken a decision to construct one Rythu Vedika, for every 5000 acre cluster so as to enable interactions among farmers. Each Rythu Vedika is estimated to cost Rs.12 lakhs.

24. Rs.350 crores is proposed for construction of Rythu Vedikas in this Budget.

Dairy Development

25. To develop the agricultural and allied sectors, Government is incentivizing the dairy industry. In the combined State, Vijaya Dairy was close to the lockout stage with Rs.30 crores losses. It is irrefutable fact that for the selfish interests of leaders in the combined State, Vijaya Dairy was intentionally weakened. After the formation of Telangana, Government took special interest in Vijaya Dairy and it regained the confidence of customers by supplying quality milk products. Hence, sales increased significantly. I am happy to inform this House that in the years 2017-18 and 2018-19, Vijaya Dairy earned profits of Rs.35 crores. Vijaya Dairy deposited Rs.16 crores as fixed deposits in different Banks, besides clearing the working capital loan of Rs.25 crores. I whole heartedly congratulate the management, employees and farmers who are striving for the progress of Vijaya Dairy and I wish that this spirit will continue in future also.

26. Government is extending an incentive of Rs.4/- per litre on milk procured from farmers in order to strengthen dairy industry. Through this, 99,282 dairy farmers have benefitted. From 2014-15 to 2018-19, Rs.248.03 crores was paid as additional incentive to dairy farmers.

27. An amount of Rs.100 crores is proposed in this Budget for extending incentives to the dairy farmers. 

Irrigation Sector

28. Great poet Dasaradhi coined the slogan of "Naa Telangana Koti Rathnala Veena" and Hon'ble Chief Minister dreamt of "Naa Telangana Koti Yekarala Maaganam". To make this dream a reality, he indefatigably endeavored. For utmost utilization of water resources available in the Godavari, Krishna Rivers, Hon'ble Chief Minister personally redesigned the projects in a unique way to protect the interests of Telangana State. Government entered into historical interstate agreements and established friendly relations with neighboring States. While allocating the lion's share of Budget to the irrigation sector, Government is constructing the major irrigation projects in an accelerated mode and pending projects are being completed.

Kaleshwaram Project

29. Kaleshwaram Project is a boon for Telangana. The project was completed within a record time of three years and Hon'ble Chief Minister dedicated it to the nation in June, 2019. This project was acclaimed as the world's largest multipurpose lift irrigation project. This project was completed in a record time which shows the strong resolve of Hon'ble Chief Minister towards irrigation projects. The waters of the Godavari, which flow 100 meters above sea level are lifted to 618 meters high for irrigation and this project will remain in history as an engineering marvel. This project was constructed with inputs from Hon'ble Chief Minister who was "Kartha, Karma, Kriya" behind the construction and along with Telangana Engineers technological acumen and dedication of 50,000 workers. The series of barrages constructed as part of Kaleshwaram Project transformed the Godavari River as a perennial river for 150 kms. This project is a growth engine for development of Telangana as well as a boon to agriculture. Government whole heartedly congratulates the irrigation engineers, workers and stake holders who strived day and night and made this project a reality in a very short time. In the same spirit, Palamuru Ranga Reddy, Sita Rama and other projects are also being built.

30. In SRSP canals where bushes used to grow in erstwhile combined State, today they are brimming with water. Irrigation water is now available till the last mile. The first results of Kaleshwaram Project was experienced by the farmers of Karimnagar, Warangal, Mahaboobabad, Jangaon, Suryapet and Khammam Districts. The Mid Manair which is the heart of Kaleshwaram was filled to the full capacity with 24 TMC of water. Ranganayaka Sagar, Mallanna Sagar, Konda Pochamma Sagar will be completed within a short span of time and Government has decided to supply water to the lakes, tanks and reservoirs under this project.

Palamuru-Ranga Reddy Project

31. Palamuru-Ranga Reddy Project is a magnificent project that will completely transform the drought affected districts of Palamuru, Vikarabad and Ranga Reddy. Even though obstructive forces are trying to delay the construction of projects in many ways, Government is undertaking these project works with determination. Efforts to complete the project within a short span on the lines of Kaleshwaram have been intensified.

Completion of Pending Projects

32. As soon as Telangana Government came to power, it has resolved to complete all the pending projects. The pending projects which were going on at a snail pace in the combined State were put on fast track by Telangana Government. In united Palamuru district in 2018-19, 8 lakh acres are newly irrigated. More than 1000 tanks in Palamuru district were filled with water and migration has come to an halt. The agricultural production increased significantly. Singur canals in Medak district were completed and irrigation is extended to 40,000 acres. By way of completing pending projects, 20.00 lakh acres will be irrigated.

33. Bhakta Ramadasu project in Khammam District was completed in a record 11 months' time and Thummilla Lift Irrigation Scheme in Palamuru district was completed in 8 months' time. With a resolve to meet the irrigation needs of Khammam district, Sita Rama Project construction is going on in an accelerated way. Through this project, 10 lakhs acres of land will be irrigated and hundreds of villages will be provided with drinking water facility.

34. An amount of Rs.11,054 crores is proposed in this Budget for irrigation sector.

Mission Kakatiya

35. In the combined State, the system of chain tanks was severely neglected. Due to neglect of tanks, Telangana's rural economy fell into crisis. For renovating tanks, Telangana Government undertook Mission Kakatiya as a flagship programme. Mission Kakatiya, with the aim of rejuvenating 46,000 tanks yielded excellent results. 15 lakh acres of ayacut were stabilized under tanks and with the increase of water storage capacity in tanks, groundwater levels have increased.

Mission Bhagiratha

36. Without water, living beings cannot survive. Safe water is way to good health. Due to deceitful policies of administrators in the combined State, Telangana experienced severe drinking water shortage. Due to consumption of water contaminated with flouride, Telangana people experienced severe hardships and became severely ill due to weakening of bones. Aadivasis in agency areas died due to drinking of polluted water. Hon'ble Chief Minister decided to change the situation and designed the flagship Scheme of Mission Bhagiratha. Safe Drinking water is being supplied to all habitations of the State through Mission Bhagiratha. Today, safe drinking water is being supplied to the remote aadivasi gudems also. India Natural Resource Economics and Management Foundation has recently declared that no person was affected with fluorosis disease in the last six years in the State of Telangana. I am proudly informing this House that this is one of the examples of significance of achieving Telangana State.

Samkshema Telangana

37. The welfare schemes being implemented by the Government provide social security to the poor people and hope for the future. Telangana Government is implementing various welfare schemes with Rs.40,000 crore expenditure. Telangana stands in the first place in spending money for welfare Programmes in the country.

38. Government is providing Aasara pensions for the security of helpless poor. Government increased the pension amount from Rs.1,000/- to Rs.2,016/- which is being given to senior citizens, widows, beedi workers, filaria victims, single women, handloom weavers, toddy tappers and AIDS victims. Disabled pensions have been enhanced from Rs.1,500/- to Rs.3,016/-per month. As per the assurance made in the election manifesto, I take immense pride in announcing that old age pensions will be given to all the eligible people who are above 57 years from 2020-21. Due to this decision, the number of beneficiaries of Aasara pensions in the State will increase from the present 39,41,976 beneficiaries. An amount of Rs.11,758 crores is proposed in this Budget for Aasara Pensions as compared to an amount of Rs.9,402 crores proposed for Aasara pension in the previous budget.

Welfare of Scheduled Castes and Scheduled Tribes

39. With the firm belief that the social justice will be achieved only when fruits of development reach the down-trodden communities, Telangana Government is giving top priority to the welfare of SCs and STs. It is irrefutable truth that even today SCs and STs are in the clutches of poverty. Government is striving in a planned manner for the social, financial and political development of SCs and STs.

40. A SC/ST Special Development Fund Act was enacted which became a role model for the progress of SCs and STs in the Country. Stringent rules are framed so that the funds allocated to SCs and STs are spent fully without getting diverted. This Act provides that if the funds allocated in one annual budget are not spent fully in that financial year, the same can be carried forward to the ensuing financial year. SC and ST Funds are being spent with transparency and accountability. The full details and comprehensive information regarding the expenditure incurred on SC and ST development in 2018-19 financial year is provided to Hon'ble Members in a pen-drive along with copies of Budget Speech. I appeal to the Hon'ble Members to verify these details in respect of their respective constituencies. I am announcing that this is the commitment with which the expenditure allocated to SCs and STs is being incurred. Government is running 268 Residential Schools for SCs and 169 Residential Schools for STs. Government is giving scholarship to the extent of Rs.20 lakhs under Dr. B.R. Ambedkar Overseas Scholarship Scheme for pursuing education overseas for SCs and STs. Up to 101 units of free electricity is provided to Scheduled Castes and Scheduled Tribes for domestic purpose. The loans given through SC and ST Corporations and subsidy under micro irrigation programme have been doubled. Telangana Government is implementing reservations for SCs and STs in the election of market committee chairpersons. This was never the case before.

41. Under TS PRIDE and CMSTEI Schemes SC and ST entrepreneurs are being encouraged. Concessions are being provided in investments, necessary training and individual incentives were also given. An amount of Rs.338 crores of industrial incentives was given to enthusiastic entrepreneurs this year. Government fulfilled the prolonged demand of STs by converting thandas and aadivasi gudems as separate Gram Panchayats. Government had spent Rs.75 crores to celebrate the Sammakka Saralamma Medaram Jathara in a splendid manner where mostly STs participate.

42. Rs.16,534.97 crores is proposed in this Budget for SC Special Development Fund and Rs.9,771.27 crores is proposed in this budget for ST Special Development Fund.  

Welfare of Minorities

43. Just like SCs and STs, Muslim minorities are also in clutches of severe poverty. So, Government had taken a policy decision to extend special concessions and facilities given to SCs and STs, to minorities in the implementation of welfare schemes and financial incentives. Due to this decision, minority students had availed of additional benefits to the extent of Rs.137 crores in the form of fee reimbursement till now. Rs.5000/- honorarium is being paid to the imams, mouzams who perform prayers in Masjids. New clothes are being distributed during Ramzan and Christmas festivals. Special Schemes are being implemented for self-employment of minority youth. New building construction for Anees-ul-Gurbha orphanage in Nampally in Hyderabad City is under progress. A special incentive is being provided to minority industrialists in the name of TS Prime. 204 Residential Schools are being run for minority Students. From the next academic year, 71 minority junior colleges will be started. Scholarships are provided to minorities students for overseas education.

44. Till now, 1,44,301 minority women have benefitted through Shaadi Mubarak Scheme. An amount of Rs.1,369 crores provided in 2019-20 financial year towards minorities welfare will be spent completely by the end of this month.

45. An amount of Rs.1,518.06 crores is proposed for the welfare of minorities in this Budget.

Welfare of Backward Classes

46. The Government has taken up a comprehensive action plan to transform the lives of backward classes who depend on caste based occupations and handicrafts. Through this, the rural economy will be revitalized.

Welfare of Handloom Weavers

47. Telangana Government could bring new enthusiasm in the lives of handloom weavers. Government is giving 50% subsidy on cotton yarn, chemicals and colors. Government is providing employment by entrusting the weaving work of Bathukamma Sarees to them. Cloth purchase orders on behalf of Government are given to the handloom and power loom societies. Steps have been taken to modernize the power looms and to increase production. Government convinced the power loom management to give wages not less than Rs.15,000/- every month to power loom weavers.

Welfare of Golla Kurumas

48. The caste occupation of Golla Kurumas is rearing of Sheep which is profitable and time tested. With an aim to achieve self-sufficiency in meat production in Telangana and to significantly enhance the income of Golla Kurumas, Government has undertaken the sheep distribution as was never done in the history. 76,92,678 sheep were distributed State wide. These sheep gave birth to 70,88,000 lambs and Rs.3,189.60 crores of wealth has been generated to Golla Kurumas and the State.

Welfare of Toddy Tappers

49. Government had taken many steps for the welfare of Toddy Tappers Community. Government is of the view that employment opportunities for Toddy Tappers will be increased through sale of pure Neera, for which a special policy has been notified. Toddy Tappers have been relieved with the abolition of tax on the trees and waiver of old arrears. Plantation of Palmyra and date-palm as a part of Haritha Haram Programme is being continued intensively. Rs.6,00,000/- ex-gratia is being extended by Government to Toddy Tapper's families in case of accidental death of a toddy tapper.

Welfare of Fishermen

50. Government has taken up a number of measures to develop the Pisciculture in Telangana as an industry. Opportunities have been created for development of Fishing Industry by way of restoration of tanks and constructing new reservoirs and by converting 150 kms long Godavari River as perennial river in the State. Government supplied crores of fish and shrimp seeds for which Rs.155.64 crores were incurred. As a result of these measures, the yield of fish has increased to 2.94 lakh tonnes in the year 2018-19 as against the yield of 1.99 lakh tonnes in the year 2016-17 in the State.

51. The Government is aiming to supply 90 crore of fish seed and 10 crore of shrimp seed in this financial year. Rs.20 crore was incurred for the modernization of 28 fish seed producing centres throughout the State. An amount of Rs.750 crores has been incurred for the Fisher Women Co-operative Societies for marketing facilities, nets and vehicles in the last three years. The average income of fisherman has considerably increased due to the measures taken by the State Government. In the year 2018-19 average income of fisherman has increased to Rs.71,000 as against the Rs.48,000 in the year 2016-17.

52. In this Budget we are proposing Rs.1,586.38 crores for the development of Animal Husbandry and Fisheries Department.

Kalyana Lakshmi-Additional Funds for BCs

53. The number of beneficiaries belonging to Backward Classes is increasing under the Scheme of Kalyana Lakshmi. Government decided to increase the fund allocation accordingly. It is proposed to make an additional allocation of Rs.650 crores in 2020-21. The total allocation proposed is Rs.1,350 crore in this Budget.

Welfare of Most Backward Classes

54. Without stable occupation and stable living, even today people belonging to some castes are living like nomads. Most of these castes were not identified by the erstwhile Government. Keeping in view the distress of most Backward Classes, Government has established a special Most Backward Classes Corporation for their comprehensive development

55. In this Budget, an amount of Rs.500 crores is proposed for MBC Corporation.

Athma Gaurava Bhavanalu

56. Government is constructing buildings in Hyderabad city to enhance self-respect of all the communities in the State. These buildings contribute to the educational, cultural and social development of such communities and inculcate unity among them. Government is taking all necessary measures to construct buildings at the earliest.

57. On the whole, Rs.4,356.82 crores is proposed for the welfare of Backward Classes in this Budget.

Women and Child Welfare

58. Today is the International Woman's Day. Dr. B.R. Ambedkar quoted that the yardstick for advancement of society is the level of development of women in Society. By remembering his words, on this occasion, I heartily congratulate all the women of the Telangana State on behalf of the Government.

59. For the overall development, empowerment and security of women and to protect their self-respect, Government is taking many decisions and implementing them. Government is providing adequate nutritious food like eggs and milk to pregnant women, lactating women and children through Aarogya Laxmi Programme on a daily basis. Government is providing free transportation facility for pregnant women to and from the hospital by Ammavodi vehicles. Financial assistance is being provided to pregnant women through KCR Kits. In Market Committees, 50% of reservation is provided for women. 33% of reservation is being implemented in police recruitment. Single women and beedi workers are being provided an amount of Rs.2,016/- as pension which is nowhere there in the Country. Government is running 53 Degree Gurukul Colleges for SC, ST, BC girl students. Girl students are being provided health and hygienic kits by the Government. Women Protection Cells, SHE Teams, Special Women Police Forces are working to control the atrocities on women. Stringent action is being initiated by the Government on the accused who harass women.

60. Government proposes to provide Rs.1,200 crores as Vaddi Leni Runalu to women self-help groups in this Budget.

Robust Panchayat Raj Act

61. Government is implementing Comprehensive Rural Policy to change the Telangana rural way of life. Panchayat Raj System, which started as a movement, lost its purpose and lost its way over a period of time. Government has made many reforms to transform the Gram Panchayats as dynamic agents in rural development. As a part of this, New Panchayat Raj Act has been enacted by the Government of Telangana. Government has filled up all the vacancies from Panchayat Secretary to District Panchayat Officer in Panchayat Raj Department in a full-fledged manner. Accountability has been fixed on officials and public representatives. The Act enables to take severe action against the public representatives and officials for dereliction of their duties. Separate Tribunal has been constituted for solving the disputes of panchayats.

Palle Pragathi - 30 Days Plan

62. Government has conducted "Palle Pragathi" programme in two phases for preparing plans to maintain green cover and sanitation in villages and for development of villages. As a part of Palle Pragathi, plans have been prepared with public participation throughout the State. Measures have been taken to provide one tractor, one nursery, one crematorium and one dumping yard to every village. This is a revolutionary step. I am proud to announce that these facilities are not available in any other State in India except Telangana till now. As a part of Palle Pragathi, Haritha Plans were prepared.

63. People came to know about the strength of their unity through Palle Pragathi. People participated in Shrama Dhanam actively. People are coming forward with the thoughts that they should clean their own village themselves. It brought a noteworthy change in Palle Pragathi villages in two phases. Government is requesting official and public representatives to build model villages with this commitment.

Allocation of Funds for Rural Development:

64. To strengthen Gram Panchayats, Government is directly allocating adequate funds in the Budget. State Government is providing matching funds equivalent to the funds provided by Government of India as well as Finance Commission funds. Under the MGNREGS. Government is allocating Rs.65 crores towards material component every month. Government has taken up the work of laying CC Roads in villages with an outlay of Rs.600 crores. Government increased the salaries of 36,000 sanitation workers in Panchayats to Rs.8,500/-. Government has provided Rs.2 lakh Life Insurance coverage to the staff working in Gram Panchayats.

65. An amount of Rs.23,005 crores is proposed for the Panchayat Raj and Rural Development in this Budget.

New Municipal Act

66. Urbanization is speeding up in Telangana and correspondingly cities should grow in a planned manner. Without adherence to suitable plans, cities expanded in a haphazard manner resulting in inconvenience, uncleanliness and growth of slums. Government has implemented new Municipality Act to remove the constraints to achieve transparency in the functioning of municipalities. Duties and functions of the Officials and public representative have been mentioned clearly in this new Act. Government has implemented self-declaration method to estimate the property values. Government is about to implement the TS-B Pass System to give building construction permission in an easy way, like it was done for industrial permission with TS-iPASS.

Pattana Pragathi

67. Government had conducted Pattana Pragathi Programme to maintain green cover, to improve sanitation and to promote development in a planned manner in the cities.

68. People, particularly women are facing problem due to lack of public toilets in towns and cities. Government has decided to construct public toilets in Government lands to overcome this problem. Clear instructions have already been issued to public representatives and Officials to construct required toilets in all towns and cities within three months.

69. Government is providing vehicles towards wet & dry garbage collection and its transportation. Efforts are being made to acquire land towards dumping yards and start construction. As in villages, the damaged electric poles and wires are being replaced. Lands are being identified towards establishment of Vaikunta Dhamas, integrated markets complexes, parks, open gyms and play grounds. Government is allotting lands towards establishment of separate zones for parking of autos, taxies and street vendors to conduct their business. Government is releasing Rs.148 crores every month for development of towns and cities. Under Urban Mission Bhagiratha Scheme, we are proposing Rs.800 crore for the remaining 38 municipalities.

70. An amount of Rs.14,809 crores is proposed in this Budget for Municipal Department.

Development of Hyderabad City

71. Hyderabad is the Jewel of Telangana. This city with 400 years history has got name and fame as the most affordable and livable city. Hyderabad which is having moderate climatic conditions and cosmopolitan culture is getting worldwide fame and appreciation. Due to the unscrupulous policies adopted by the erstwhile combined State, city life has become full of turmoil. Facilities have not been improved in proportionate to the growth of population.

72. Hon'ble Chief Minister had requested the Central Government to grant special funds for development of six Metro Cities in India. Central Government has not granted special funds to Hyderabad and other cities. However, the Telangana Government has estimated that 50 thousand crore rupees are required in the next five years to take up development works in the capital city which is being transformed into International City. An amount of Rs.10,000 crores is proposed in this Budget to carryout Musi River purification and Musi River Front Project and all other special projects and works in Hyderabad Urban Agglomeration area.

73. Hyderabad Metro Rail entered into history books as biggest Metro Rail Project after Delhi. Earlier, Metro Rail was running from Miyapur to LB Nagar, Nagole to Ameerpet, Ameerpet to Rayadurgam. Recently, Metro Rail commenced its services from Jubilee Bus Station to Imlibun. Remaining five kilometers covering old city will be completed at the earliest. In the second phase, plans are being prepared for Metro Rail from Rayadurgam to Shamshabad and from BHEL to Lakdikapool.

Education Sector

74. Education is a great tool for transformation of the Society. Education will help to empower the marginal communities. Therefore, with a view to provide education with international standards to the poor people Government has started residential education institutions on a large scale. Government is running 959 Residential Educational Institutions for SC, ST, BC and Minority students for providing education with high standards along with nutritious meals and accommodation.

75. Government is providing overseas scholarships upto Rs.20 lakhs for SC, ST, BC and Minority Students studying overseas.

76. An amount of Rs.2,650 crores is proposed in this Budget towards Fee Reimbursement.

77. I request the Hon'ble Members to notice that apart from funds for Education Department, Government is spending for maintenance of Residential Schools, Fees Reimbursement, Scholarships for improving education in the State.

78. An amount of Rs.10,421 crores is proposed in this Budget for School Education Department.

79. An amount of Rs.1,723.27 crores is proposed in this Budget for Higher Education Department.

Total Literacy

80. Social awareness is possible through literacy only. To achieve total literacy, Hon'ble Chief Minister has given an inspirational call "Each One-Teach One". To eradicate illiteracy in the State, Programmes are being chalked out. An amount of Rs.100 crores is proposed in this Budget for this purpose.

Health and Medical Sector

81. With an objective to achieving Healthy Telangana, Government has taken comprehensive steps for development of health sector. KCR Kit Scheme has achieved wonderful results. Number of institutional deliveries increased by 22%. Government provided 40 dialysis centers, 20 intensive care units in the Government hospitals. In addition, 305 standardized Labour Rooms, 200 Ammavodi Vehicles have been provided. Due to the efforts taken by the Government, confidence of the people was restored and enhanced in the Public Health system and the number of inpatients increased by 20% in Government Hospitals.

82. Earlier, there were only 5 Medical Colleges in the State. Government has established 4 new Medical Colleges thereby increased the Medical Colleges to 9 in the State.

83. 118 Basthi Dawakhanas are providing medical facilities in Hyderabad city. There was good response from the people to Basthi Dawakhanas. These are found to be very useful to the poor. Government has decided to enhance the Basthi Dawakhanas to 350. Thus, Government will start another 232 Basthi Dawakhanas shortly. Apart from starting 2 Basthi Dawakhanas for every Division, Government will establish more Basthi Dawakhanas in the places where SCs, STs, Minorities and poor people are residing.

84. Government of Telangana conducted a mega eye screening drive named 'Kanti Velugu' Programme to treat eye related ailments. Eye tests were conducted covering 1 crore 54 lakh people and medicines and spectacles were distributed freely to the needy persons.

85. Government will shortly initiate special action plan to diagnose the ear, nose, throat and dental related disease on similar lines of Kanti Velugu. Government is taking steps to conduct medical tests covering every citizen and to create Telangana Health Profile.

86. Declaration made by NITI Aayog that Telangana State stood at third place in the country for quality of health and medical services is an example that action taken by Government to improve Public Health has yielded good results.

87. An amount of Rs.6,186 crores is proposed in the Budget to the Health Sector.

88. There is wide spread discussion on Corona Virus in the State. Government is taking all measures to avoid spreading of Corona Virus in the State. As per the opinion of experts, there is no scope for survival of virus in summer heat. As summer season started in our State, there is no need for any panic. Even then, Government has taken all preventive measures. I am requesting the people not to believe rumors spread on Corona Virus.

Success in Power Sector

89. After the formation of the Telangana State, Government has achieved many remarkable successes in Power Sector. During the initial year of formation of the State, biggest challenge faced by Government was power crisis. Power cuts for long hours and deficit power had adversely affected all the sectors. This power problem became a main hindrance for the growth of the State and our Hon'ble Chief Minister took it as a challenge to resolve it. In order to address power problems, short term, medium term and long term strategies were conceptualized and implemented. As a result of this, within a short span, Telangana State has overcome the power problems. Today, we are able to supply 24 hours uninterrupted power supply to all sectors. Telangana State proudly stands as the only State in the Country to supply 24 hours free electricity to farmers.

90. Telangana is a number one State in the Country in per capita electricity consumption which is the main indicator of development. The per capita electricity consumption in Telangana is 1,896 units while it is 1,181 units in India, which is a yardstick for measuring the magnificent progress achieved in the power sector. In the 58 years history of the combined State, the maximum demand recorded was 13,162 MW, while in Telangana alone, the maximum demand reached was 13,168 MW. Despite the huge demand for power, we were able to supply uninterrupted power to the consumers without any power cuts even for a second. This is the sign of success in power sector.

91. An amount of Rs.10,416 crores is proposed in this Budget for Power Sector.

Industries

92. Due to progressive industrial policy adopted by the Government, heavy investments are coming to the State. TS-iPASS Act enacted by the Government has became a boon to the industrial sector. So far, 12,427 industries obtained permission through this system. Through this, Telangana attracted investments to the extent of Rs.2,04,000 crores. Employment opportunities have been created for 14 lakh people. International Companies and Startup Companies are entering into agreements with the State for investments.

93. An amount of Rs.1,500 crores is proposed towards industrial incentives and Rs.1,998 crores towards development of industrial sector are proposed in this Budget.

Information Technology

94. Hyderabad became the Central Hub for investments by internationally renowned IT giants. Due to IT policy framed by the State Government, investments in this sector are booming. T-HUB which was established to encourage the startup industries has attracted the attention of the entire country. Government established We-HUB to encourage women entrepreneurs. During the year 2013-14, IT exports from the State amounted to Rs.57,000 crores, whereas as in 2018-19, IT exports have increased to Rs.1,09,000 crores. This is proof of progress witnessed in IT Sector. International companies like Microsoft, Google, IBM, Oracle, etc., and the national giants like Infosys, Wipro, Tech Mahindra and TCS have expanded their business in Telangana. Government is expanding IT industries not only in Hyderabad, but also in Tier-2 and Tier-3 cities like Warangal, Karimnagar, etc.

Development of RTC

95. The TSRTC which is meeting public transport requirements is slowly treading into profitable path due to mitigation measures taken up by the Government. RTC started cargo and parcel services. Government enhanced superannuation age of RTC employee to 60 years. Government is constituting Employee Welfare Board to resolve the issues of RTC employees.

96. An amount of Rs.1,000 crores is proposed for RTC in this Budget.

Double Bed Room Houses

97. A good house to live helps the wellbeing of the entire family. Congested house makes the living conditions miserable. Hon'ble Chief Minister resolved to give double bedroom houses to poor people to sustain their self-respect and to realize their dream of a own house. Government is constructing double bedroom houses without any burden on the beneficiaries and the entire expenditure is being borne by the State Government. At present 2,72,763 houses are in different stages of construction in the State. As promised in the last election manifesto, Government is proposing to provide financial assistance to construct double bedroom houses to the poor people who are having their own land. I am glad to share that 1 lakh beneficiaries are going to get financial assistance towards house construction in the ensuing financial year.

98. An amount of Rs.11,917 crores is proposed for Housing Department in this Budget.

Haritha Haram

99. Even with increase in wealth and material comforts, the life of a man will be miserable without proper quality of environment. The quality of life of human beings is deteriorating day by day because of rise in temperature and decrease the oxygen levels worldwide. To increase green cover upto 33% of the geographical area in our state, and thereby reduce the temperature in atmosphere and to maintain ecological balance, Government started Telanganaku Harithaharam Programme. Programmes are being organized for plantation of trees everywhere and to protect them. Government is taking stringent action to curb de-forestation and to completely eradicate smuggling of timber. Special measures were taken up for afforestation in forest areas. Urban parks are being developed. Government brought out an Act making officials and Public Representatives to undertake plantation Programmes and to conserve them. As per the new Panchayat Raj, Municipal Acts, 10 % of their Budgets are mandated to be earmarked for 'Haritha Pranalika'.

100. Rs.791 crores is proposed in this Budget for Environment and Forests.

Development of Temples

101. Temples are centers of Spirituality and Sanathana Dharma. Government is committed to bring back the ancient grandeur to temples in Telangana. Government is renovating Yadadri Shrine in a marvelous way. In this holy shrine temple is being constructed in a splendid manner. In this Budget Rs.500 crore is proposed for development of different temples in State.

102. An amount of Rs.50 crore is proposed in the budget for Dhoopadeepa Naivedhyam in the temples state wide and for maintenance. Priests are being paid salaries regularly through Archaka nidhi.

Roads and Buildings

103. Government is implementing a comprehensive policy for the development and maintenance of Highways in the State. For this an amount of Rs.750 crores is proposed in this Budget. Construction of Integrated Collectorates and District Police Offices in all district headquarters in the State is being taken up in a faster pace. While constructions are completed in most of the districts, they are in final stages at other places. Government is determined to complete these works as early as possible. An amount of Rs.550 crores is proposed to complete the construction of Collectorates, District Police Offices and Police Command Control Centre in 2020-21.

104. The total amount proposed for Transport, Roads & Buildings Department in this Budget is Rs.3,494 crores.

Law and Order

105. Government has given top priority to maintain Law and Order in the State. Government incurred huge amounts for modernization of Police Department covering, training, increase in standard of living, providing latest technology, purchase of vehicles, etc. With this measure, Police Department's performance has improved to a great extent. As a result of this, the law and order is maintained efficiently. Life is going on peacefully without any curfews and turbulence in Hyderabad. The construction of Police Command and Control Center in Hyderabad city with international standards is going to be completed very shortly. Government took measures to completely curb the Gudumba menace.

106. An amount of Rs.5,852 crores is proposed for Police Department in this Budget. 

Constituency Development Fund

107. The Hon'ble Members of Legislature who are elected by the people and who formulate policies for the development of State do not even have offices in their own constituencies. Our Hon'ble Chief Minister who identified this draw back had conceived the idea of constructing Offices for MLAs in their respective constituencies. So far, construction works completed in 82 constituencies. Government has taken a decision to give Constituency Development Funds @ Rs.3 crore for every MLA and MLC in their constituencies for taking up developmental activities. Government will shortly release the guidelines in this regard.

108. An amount of Rs.480 crores is proposed in this Budget for MLAs and MLCs Assembly Constituency Development Fund.

Augmenting Resources

109. In the backdrop of economic recession in the country, when compared with other States, our State is somewhat better placed as the proverb goes "Something is better than nothing". For the past five years, the State's own revenue average growth rate is 21.5% and this growth rate has come down to 6.3 % this year (up to the end of February 2020). This means a decline of 15.2%. By keeping track of changed economic conditions, Government is preparing suitable strategic economic plans to address the contingencies arising from time to time.

110. Capital expenditure is the main pillar of stable development. As per the golden rule of economics, the loans which are being raised from different institutions are spent only for capital expenditure by the Government. Kaleshwaram Project and Mission Bhagiratha Project are a proof of this. Government has established many institutions like Housing Board, Rajiv Swagruha at the time when real estate sectors were not in existence. At present, real estate has become a big industry. Hence, Government has decided to sell the non-performing assets held by these institutions in a very transparent way to raise revenues. Our State has large deposits of mineral wealth. In order to enhance the income accruing from sand and other minerals, Government has decided to implement a robust strategy.

2018-19 Accounts (Provisional):

111. As per the Finance Accounts of the State Government certified by the Accountant General, the total expenditure in 2018-19 financial year is Rs.1,57,150.80 crore. The Revenue surplus is Rs.4,337.08 crore. Fiscal Deficit is Rs.26,943.87 crores. 

2019-20 Revised Estimates:

112. As per the Revised Estimates, the total expenditure in 2019-20 is estimated at Rs.1,42,152.28 crore. Out of this, the revenue expenditure is Rs. 1,10,824.77 crore while capital expenditure is Rs.13,165.72 crore. As per the revised estimates, surplus in revenue account is Rs.103.55 crore.

2020-21 Budget Estimates:

113. In the 2020-21 financial year, I am proposing Rs.1,82,914.42 crore of expenditure. Out of this, the revenue expenditure is Rs.1,38,669.82 crore and capital expenditure is Rs.22,061.18 crore. It is estimated that surplus in Budget Estimates is Rs.4,482.12 crore, while the fiscal deficit is Rs.33,191.25 crore.

Conclusion

114. The antidote to economic recession is to enhance people's purchasing power. By giving top priority to welfare, the Government is enhancing standards of living of people. The government is achieving economic development through dual strategy of enhancing people's purchasing power step by step and by spending resources on capital expenditure.

115. Elections at all levels i.e., from the Village level to Parliament are now over. During every election, people reposed complete faith on our Government. The mandate of people announced that the path we are treading is correct and the strategies that we are following are successful. Even though this budget is only for one year, our strategic plans are for four years. This budget is prepared keeping in view the necessities of people and clear awareness of their priorities.

116. There is no reduction in the funds pertaining to welfare programmes, but decision is taken which are proposed in this Budget to increase the beneficiaries of welfare schemes. This Budget depicts the Telangana Government's commitment towards advancement of poor people. This is purely progressive Budget which is prepared with a people-centric approach. I am presenting 2020-21 Annual Budget proposals for approval of this House.
