According to the Forest department sources, it is not for the first time that the tribal people are expressing their resentment, fearing cooperating with the plantation programme might take away their claim on Podu lands.

Speaking to The Hans India, a Forest official from Adilabad said that earlier the department had decided to put in place a series of measures to protect the forest cover.

As part of these steps, they have been trying to identify the tribal inhabited villages in the forest areas. The plan was to visit every village and to enumerate the number of people living and the number of houses in each village and to geo-map the villages to identify the location with geo-coordinates.

However, the project could not take off because of noncooperation from the tribals. The tribals fear that their free movement in the forest areas would be affected once the location of their villages is fixed.

The department wants to enumerate and identify the villages in Achampet, Sirpur, Adilabad, Kinwat, Boath, Utnoor, Asifabad, Luxettipet, Rajura, Mulug and Yellandu and other forest areas in the State.

However, the work could not be completed even after two years of its conception. Particularly, the Chenchus, who are designated as the Primitive Tribal Group (PTGs) confine themselves to the forest areas.

Speaking to The Hans India, an official said that the building of trenches to protect forests in the reserved areas has created apprehensions among the tribals under the Birsaipet forest division. The village to village verification and identification have turned difficult for the circle and beat level officials under this forest division.

Further, earlier, "resistance against the Forest officials in Achampet division of Mahbubnagar district, Mulkalapalli of Bhadradri Kothagudem and attack on Forest officials in Komaram Bheem Asifabad district has discouraged the officials from making any pro-active moves to implement the project," the sources said.

Given the prevailing situation, the division and district level officials say that it is more appropriate to convince the tribal people to cooperate for the mass plantation than using force to implement the programme.
