Hyderabad: The new Municipal Act has made the state ministers toothless. Under this new Act the state Ministers will lose their discretionary powers to stay the suspension of councillors once the Collector takes a decision against them.

This was announced by Chief Minister K Chandrashekar Rao during a discussion on the new Municipal Act in Assembly on Friday.

The chief minister said that the government deliberately gave powers to the Collectors so that the Act could be implemented in letter and spirit.

"Till now we gave many powers to municipalities, what has happened? We don't want haphazard growth. Even in some municipalities, there is no space for movement of fire tenders. To avoid this, the government needs to be tough," he said.

The chief minister said that so far what was happening was that whenever action was taken against a ward member, he used to go to the MLA.

The MLA would take him to the minister and the minister would order stay on the suspension. But from now on this will not be allowed. The ministers will not have powers to order stay, KCR said.

The chief minister further said that the responsibility of ensuring green cover would also lie on the public representatives. There should be 85 per cent greenery in the wards in three years.

If there is any shortcoming, the post of the sarpanch/ councillor will go. "Surgery needs to be done in urban areas.

Once this was done there would be miraculous change after three years. If the municipalities are to be improved then this is the only way," said chief minister.
