New HR policy on anvil

Amaravati: Chief Minister N Chandrababu Naidu approved a new proposal on HR Policy for e-Pragati on Monday. This will be discussed in the ensuing Cabinet meeting.

IT Advisor J Satyanarayana presented the proposal on the HR policy for e-Pragati, which included inputs from the Nandan Nilekani Committee Report of 2012. 

The estimated cost will be Rs 16 crore per year for 5 years. The Chief Minister approved the proposal during a review meeting on the progress of building the core platform of e-Pragati at the RTG State Centre at the Secretariat on Monday.

The framework of the core platform has 5 main pillars: CLGS, e-Highway, e-Pragati Portal, App Store and LMS. Officials also reported the status for digital transformation of the departments, Higher Education, primary sector, Roads & Buildings, Panchayat Raj, Revenue, MA&UD and Industries.

They said that all works were going on as per the road map planned and targets were being achieved following the schedule.  Chandrababu Naidu discussed the strategic issue of integrating data from Praja Sadhikara Survey. 

He asked the officials to prepare a manual for all operations based on thorough research done on policies on sharing data, security policies and closed API-based access. 

Guidelines must be formed for every department as there will be integration with PSS. Privacy should be the utmost priority and there should not be any scope for breaches, he said. RTG CEO Ahmed Babu said that the Socio Economic Caste Census mapping has been rolled out across the state.

Additionally, satisfaction surveys have begun for Balaamrutham, Anna Amrutha Hastham, mid-day meals, marine-ban allowance, AP Fibernet and immunisation.

He said that 10,000 people so far downloaded the NCBN app, and already interacted with the government by giving suggestions. He said that a lot of action was being taken in Anantapur, Visakhapatnam, Nellore and Guntur to mitigate the drinking water crisis and redress the grievances received.

Chandrababu Naidu said that departments and programmes with low satisfaction levels must significantly improve their performance. Improvements and changes in our administration must be ensured, and a high satisfaction level for all these departments must be maintained, Naidu asserted.
