In the Prohibition and Excise Policy for 2019-20, the government said that it will take necessary steps for intensive campaign to educate the public about "responsible drinking" and the "evil effects of irresponsible drinking".

Sale of liquor by the government at retail shops will definitely curb the menace of belt shops, which became a major threat to the health of those who are addicted to alcohol, the government officials observed while reacting on the new policy.

The government has fixed 3,500 shops for 2019-20. The licence period of the shops will be from October 1, 2019 to September 30, 2020. The AP State Beverages Corporation Limited (APSBCL) will sell liquor in the retail shops from October 1.

The Commissioner of Prohibition & Excise will fix the number of shops to be established in a village, Nagar Panchayat, Municipality or Municipal Corporation. While fixing the number of shops as per the population, the government will take into consideration of the requirement, public order, health, safety and other factors.

In the Government Order MS 373, Revenue (Excise) department directed the Commissioner of Prohibition and Excise to strictly follow the orders and directions of the Supreme Court issued from time to time on the sale of liquor on highways.

All the shops in the State shall be equipped with the required machinery for implementation of Hedonic Path Finder System (HPFS) and for reading of Holographic Excise Adhesive Labels (HEAL). Each Shop shall be equipped with CC cameras.

The government prohibited sale of liquor on the road from Tirupati Railway Station to Alipiri via RTC bus stand, Leelamahal Circle, Nandi Circle, Vishnu Nivasam, Srinivasam. Likewise, no shop shall be permitted on the road from Leelamahal - Nandi Circle - Alipiri - SVRR Hospital - SVIMS in the Tirupati Municipal Corporation area.

The Health, Medical & Family Welfare Department has been directed to establish one de-addiction centre in every district in the State.
