Dr Kodela Siva Prasada Rao, Second Speaker From Guntur Guntur: Senior TDP leader and former minister Dr Kodela Siva Prasada Rao, who is tipped to be the new Speaker of the Andhra Pradesh Legislative Assembly, was born in Nakerikallu village in Guntur district on May 2, 1947 to the couple Sanjivaiah and Lakshminarasamma.

After studying till fifth class in his native village, he studied up to PUC in Narasaraopet. Later, he studied MBBS in Guntur and Kurnool and pursued MS in Varanasi. Kodela got married to Sasikala in 1973 and the couple were blessed with two sons and one daughter. Responding to the call of legendary actor and founder president of TDP NT Rama Rao, Kodela joined TDP in 1983 and won as MLA consecutively in 1983, 1985, 1989, 1994, and 1999 from the Narasaraopet constituency.
He became the home minister of Andhra Pradesh in 1987 in the NTR cabinet. Later, he also served as minister in Chandrababu’s Cabinet and held several portfolios like Major Irrigation, Health, Panchayat Raj and Civil Supplies.

However, Kodela lost the elections in 2004 and 2009. In the recently held general elections, he contested and won from the Sattenapalli Assembly constituency.
After Nadendla Manohar who was the last Speaker of the undivided Andhra Pradesh, Kodela is set to become the first Speaker of State Assembly from the district after bifurcation of the state. District leaders said that Kodela is the best man to occupy the Speaker’s post as he is also an authority on the Constitution of India and knows every chapter and verse. Leaders of various political parties are hoping that he would give ample opportunity to them to participate in the legislative debates and discussions and uphold democratic traditions.

It may also be recalled that when Andhra state was formed in 1953, the then Speaker of the Assembly Allapati Venkataramiah was also from Guntur district. Even Kona Prabhakara Rao, who served as Speaker from 1980-81 hailed from Bapatla of the Guntur district.
