Over speeding led to boat tragedy?

Kakinada: Has over confidence of the boat steward and the over-speeding responsible for the Vadapalli boat mishap? It appears so. According to East Godavari district collector Kartikeya Mishra, despite inclement weather and high speed winds, the steward speeded up on turbulent waters. 

He said due to this the boat wobbled and was swept by high speed winds. He said those on the top floor managed to jump into the waters and swam to safety. , but those in the cabin were locked and could not come out. As a result, many of them met a watery grave. 

The boat had  27 persons on board. While 12 managed to swim ashore, as many as 19 bodies were recovered so far. The collector said the bodies have been sent to their home villages.
